Description
The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), on behalf of the Office of Naval Research (ONR) and Energy System Technology Evaluation Program (ESTEP), is soliciting proposals in accordance with Federal Acquisition Regulation (FAR) 6.102(d)(2) and FAR 35.016 for competitive selection of advanced technology development and validation (hereinafter referred to as "advanced technology"). This announcement is not soliciting basic research, applied research, advanced research or exploratory development. Submissions in response to this announcement shall be in areas relating to new and emerging energy technology systems. Accordingly, proposals selected for award are considered to be the result of full and open competition and fully compliant with PL 98-369, "The Competition in Contracting Act of 1984." This Broad Agency Anouncement (BAA) is for procurement contracts only (hereinafter referred to as "contracts"). Grants, assistance vehicles, and other transactions are not authorized under this announcement. The proposed effort should provide and demonstrate unique innovative approaches that de-risk new energy technologies for acquisition and adoption into naval facilities. Submissions will NOT be accepted under the BAA. This BAA utilizes a two-step process (white paper and full proposal) in response to BAA Call Opportunities only. Offers may only be submitted under specific Call opportunities and submissions must adhere to the specific provisions in the desired BAA Call and BAA N66001-13-X-3008. BAA Call Opportunities are as follows: #1. Call Opportunity No. R001 "Energy Management" - Energy Systems that Support Information Dominance (Energy Management) at Naval Facilities a. Innovative approaches to integrate whole system energy management with generation, storage, distribution and/or dynamic loading and optimization. Of special interest is Command and Control (C2) functionality, to include techniques and approaches to develop strategic long-term energy planning tools for life cycle management, efficiency, performance and cyber-security, in addition to real-time monitoring, control and demand response with user feedback and useful analytics. b. Innovative approaches and/or techniques for developing tools and controls for integration and operational optimization of a microgrid using Advanced Metering Infrastructure (AMI) for adaptive load management and incorporation of specialized components (e.g., grid forming inverters, energy storage) for real-time energy management. See attached document "Call No. R001 Energy Management" for specific requirements and deadlines that apply to the submission of White Papers and Full Proposals in response to Call No. R001. #2. Call Opportunity No. R002 "Renewable Energy" - Renewable Energy Generation Technology for Naval Facilities a. Holistic approaches to renewable energy technologies at the scale appropriate for building and installations include energy management to such as system optimization tools and energy storage (as necessary). Special consideration will be given to those technologies with low impact installation, and minimal electromagnetic interference. See attached document "Call No. R002 Renewable Energy" for specific requirements and deadlines that apply to the submission of White Papers and Full Proposals in response to Call No. R002. #3. Call Opportunity No. R003 "Enabling Energy" - Enabling Energy Technologies for Naval Facilities a. Innovative approaches or technologies to include unique direct current (DC) power distribution methods and equipment, targeted on-site energy storage, utilization of customized energy storage methods at low cost and to enable safer power for facilities (e.g hot thermal storage, cold thermal storage, hydrogen storage, high energy and power density electrical storage with 10- year operational life, other targeted energy storage methods).
