Description: This is a SOURCES SOUGHT NOTICE; there is no solicitation available at this time. No response will be provided to requests for a solicitation. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Defense Threat Reduction Agency (DTRA, http://www.dtra.mil) is seeking firms with capabilities to provide services to operate the Defense Threat Reduction Information Analysis Center (DTRIAC) located at Kirtland AFB, NM. In contrast with previous announcements (March 2012, October 2012), this Sources Sought expands the roles and responsibilities required of responding firms to include more of an emphasis on analytical capabilities and resident expertise. While Technical Area Task (TAT) performance is not part of this request, responding firms should present information on their analysis/analytical capabilities to perform that type of work (see Task 1 below). With a recent realignment of DTRIAC functions and expansion of DTRIAC mission requirements, DTRA is requesting the most recent information to refine its approach and strategy to acquire the required services. BACKGROUND AND GENERAL INFORMATION The DTRIAC manages a vast collection of unclassified and classified knowledge bases. It promotes the use of existing Scientific and Technical Information (STI) to meet Department of Defense (DOD) research, development, test, evaluation, training, mission rehearsal, logistics, maintenance, and operational requirements. The objective of the DTRIAC is to acquire, digest, analyze, evaluate, synthesize, store, publish, and disseminate STI related to all DTRA mission areas. The DTRIAC provides a Combating Weapons of Mass Destruction (CWMD) knowledge base and information analysis capability to support DTRA in all its mission areas, and serves the broader CWMD community of interest (COI). It is required to provide scientific and technical information products and services that may be in the form of studies and analyses to DTRA CWMD customers, and other authorized customers in accordance with DOD policies. The DTRIAC will identify and deliver CWMD information by building tailored, high-tech, open and secure information integration and sharing enterprise solutions to serve the entire CWMD COI. The goal is to establish the DTRIAC as the leading source of DOD CWMD information. PROPOSED STATEMENT OF WORK Potential sources should use the following proposed tasks as the basis for responses. Sources having the capability necessary to satisfy these requirements are invited to provide information demonstrating their capabilities and ability to perform these tasks. Task 1. Study, Analysis Activities a. Provide analysis in accordance with DoDI 3200.14 ("Principles and Operational Parameters of the DoD Scientific and Technical Information Program") and perform the following analytical functions: (1) Verify and validate the technical accuracy and reliability of existing data, (2) Generate and evaluate data collection and analysis techniques reported in the literature, (3) Develop alternative approaches to collecting and analyzing the same or similar data for CWMD technical areas (see http://www.dtra.mil for additional information), and (4) Identify and fill voids in existing data or knowledge bases. b. Provide CWMD subject-matter experts to provide in-depth analysis and create specialized technical information products (i.e., state-of-the-art reports; handbooks; data books; data sets; critical reviews; standards and technology benchmarks; problem definitions; and alternative technology analyses) consistent with DTRA Research & Development technical areas. c. Conduct preliminary specialized studies and analyses of problems and provide advice on scientific, technical, and operational support topics within the scope of the DTRIAC. Perform other initial unique scientific and technical activities that allow for research of greater depth and specialization related to DTRA's broad CWMD role. Make accessible subject matter expertise (e.g., scientists, engineers, information specialists) with the ability to provide expert and unbiased scientific and technical analyses to support the conduct of these preliminary specialized studies and activities. Support TAT efforts requiring these preliminary specialized studies and analyses. d. Provide interface (to include providing access to resident knowledge and expertise)- with performers of TATs as necessary to assist in the performance of TAT efforts, or to provide other support as needed for the TAT performers to effectively and efficiently accomplish their objectives. e. Optimize, customize and/or modify existing analytics, search, retrieval, reporting, visualization tools, technologies, methodologies, and/or applications, etc., as required to meet specialized requirements. Such requirements would include specialized customer analytics, search, retrieval, reporting and/or visualization needs, capabilities and/or other customer requirements within the existing DTRIAC framework. Task 2. Maintain and Improve the Information Base a. Manage the DTRIAC collection and, provide routine services having broad application to DTRA's CWMD mission. Collect, protect, preserve and store unclassified and classified information of value from all DTRA mission-relevant sources; examples of the types of media with this information will include items requiring various levels of protection and storage (e.g., special handling, environmentally-controlled storage), items of obsolete film sizes, photographs, etc. Expand and update the existing DTRIAC data collection as mission areas and customer requirements demand. Provide access to the collection to qualified users through a variety of means to include in person, over the phone, and online systems. b. Enhance the existing Information Analysis Center (IAC) knowledge-based environment. Apply successful data and information analysis and fusion techniques, methodologies, tools, and applications to successfully respond to customer needs and to achieve Agency goals and objectives. c. Collect, compile, maintain, and add to specialized subject databases with on-site indexing and data retrieval capabilities in a format compatible with other specified DTRA programs, so that the data can be manipulated with current DTRIAC Information Technologies. d. Compile and maintain databases containing nuclear weapons effects, special weapon effects, and other DTRA mission-related computer code information. These databases include source code and documentation for research and reference purposes with on-site access to these databases. e. Catalog, index, data meta-tag and otherwise digitize as requested by the Contracting Officer Representative (COR) the hardcopy knowledge base (e.g., documents) and video/visual media (e.g., films and photos) to make the information searchable and retrievable via online access to the DTRIAC collection or per specialized customer requirements. This includes records that need to be added to collection. f. Perform activities necessary to maintain compliance with applicable DoD instructions and directives (e.g., DODI 3200.14 (http://www.dtic.mil/whs/directives/corres/pdf/320014p.pdf) and DODD 3200.12(http://www.dtic.mil/whs/directives/corres/pdf/320012p.pdf)). Task 3. Provide Research on Collection a. Ensure the safety, security, and preservation of, and preclude the degradation of the collection. b. Continually analyze the existing DTRIAC data collection and the CWMD community areas of focus to ensure that information of value is available within the collection. Continually ensure that information of value is readily discoverable, accessible, and efficiently provided to customers to meet real-time demands. c. Generate scientific, technical, and other related information within the technical scope of this SOW in a timely fashion. Retrieve, organize, and highlight relevant information and prepare bibliographies of selected reference citations in response to technical and customer inquiries. Be prepared to give value judgments on the accuracy and reliability of the data. d. Maintain access to the web-based data retrieval system by authorized customers. Maintain the DTRIAC websites. e. Provide all authorized users with focused, expert assistance and unbiased scientific, technical, and operational support information within DTRA's mission areas. As a routine function of the analytical aspects of their information collection functions, verify and validate the technical accuracy and reliability of existing data. Task 4. Conduct Outreach to the Threat Reduction Community of Interest a. Provide customer service support for all DTRA mission areas. This support will include activities such as data/collection identification and acquisition for DTRIAC, coordinating and responding to inquiries. b. Perform library functions and respond to customer requests as they pertain to the DTRIAC collection. Provide customized search, retrieval, reporting functions, as required for specialized customers/databases. Provide "help desk" support for customers needing assistance with access to the collection or other DTRIAC collection issues and questions. Provide "information desk" support for general inquiries related to DTRIAC or the DTRIAC collection. c. Provide customer support through the reproduction and mailing of reports and other media such as digital files, film, video, and photographic records for use in loans, references, and inquiries. d. Provide customer service support in the STI Support Center (STISC) of the Defense Threat Reduction Center (DTRC) that provides operational support for day-to-day library-type activities including accessions, information research, cataloging, collection maintenance and tracking. e. Prepare and publish upon Government approval a quarterly "DTRIAC Dispatch" newsletter for increased information sharing and outreach. Task 5. Provide STI Program Support a. Provide technical editors to assist in tracking and processing STI reports generated by DTRA to include: 1. Perform full editorial duties in connection with the development and review of operational support publications. Under the guidance of the technical editing Program Manager (PM), coordinate with the Program Managers, Contractors, Public Affairs, Security and DTRA Reprographics Branch to perform tasks. 2. Review draft technical reports submitted by authors, verify the reports are editorially correct and all required information is included, and annotate and prepare the draft for final publication. 3. Insert security classification marking as required, ensuring the markings in accordance with DoD and DTRA policies (to include coordination with DTRA Security) 4. Ensure operational information is properly handled, stored, and disposed of in accordance with DoD and DTRA policies. 5. Provide recommendations for process improvement of the publication and tracking systems for authorized DTRIAC users. b. Manage DTRIAC's scientific and technical data to include: 1. Perform literature research for authorized DTRIAC users to eliminate duplication of research effort. 2. Analyze the data contained in the awarded contracts to populate the Unified Research Engineering Database (URED). 3. Ensure the URED database is updated as contract modifications are issued. 4. Upon receipt of deliverables, search the database to ensure the report matches the line item referenced for the contract, and ensure there are no duplications. 5. Provide DTRA personnel with on demand technical report status. c. Provide customer service support in the STISC at the DTRC located in Ft Belvoir, VA. The STISC provides operational support for day-to-day activities including accessions, information research, cataloging, collection maintenance and tracking. Provide a mechanism, to assist the agency in accessing and fully utilizing DTRIAC. Task 6. IT Maintenance and Initiatives a. Maintain current DTRIAC Information Technologies and outreach activities to increase the visibility, use, and utility of the DTRIAC collection in line with customer requirements and DTRA and DOD technical imperatives. b. Promote DTRIAC capabilities and services to the widest possible audience and ensure maximum access to the DTRIAC data collection, within security and other restrictions, via all practicable media. This could include (but not be limited to) electronic publication of newsletters (e.g., electronic version of the quarterly "DTRIAC Dispatch" newsletter), distribution of information via maintained and continually updated email distribution lists, web site updates, social media feeds, etc. c. In coordination with the Chief Information Officer, integrate non-DTRIAC databases and/or Information Technology (IT) systems (both internal and external to DTRA) with DTRIAC databases and/or IT systems (e.g., DoD URED). Ensure all DTRIAC databases and/or IT systems are operational, keep pace with current technological advances, meet security and other limiting requirements, and are accessible on a continual basis to customers having access to the DTRIAC collection. Address/correct any issues preventing DTRIAC from meeting these objectives. d. Maintain state-of-the-art information and knowledge management tools, technologies, methodologies, skill sets, software, hardware and applications necessary to manage and disseminate data in multiple formats and through a variety of media to ensure maximum customer access to information with a vision for more real-time retrieval, analytics and reporting processes. Deliverables/Reporting Requirements (including Milestones) Work Progress, and Performance and Cost will be reported monthly, identifying costs and man-hours against each major task. Weekly scheduled staff meetings with the Government PM on DTRIAC operations and activities. Government Furnished Equipment/Facilities/Data The Contractor will be provided work space in DTRIAC facilities as needed and access to documents, and software/hardware. Government will allow access to government-owned vehicles for use on Kirtland AFB. Government will furnish a forklift for use in DTRIAC's document warehouse. Contractor shall ensure all forklift operators are properly trained and licensed. The contractor will be provided four (4) workspaces at the Defense Threat Reduction Center (DTRC) at Fort Belvoir, VA. Contractor shall provide a hand receipt holder to account for government property located in government facilities. The contractor shall utilize the Defense Property Accountability System (DPAS) for tracking agency inventory. The contractor shall verify the DPAS inventory for accuracy and completeness. Contractor shall ensure an appropriate number of personnel are trained and able to write and submit a building/facility work order for issues within DTRIAC spaces. Security Requirements Contractor personnel required to carry out these tasks will need appropriate clearances and be authorized access to applicable DoD/DTRA facilities. Contractor personnel tasked to carry out the above tasks will need at least Secret clearances and authorized access to all facilities, documents, and programs necessary to complete the foregoing tasks. An appropriate number of personnel with Top Secret Clearances will be required for the Kirtland AFB location. Contractor will comply with all DoD requirements for the handling, storage and transportation of classified documents. Travel Requirements No travel is anticipated. RESPONSES Sources sought responses shall reflect corporate information and a capability summary reflecting experience related to the above areas. Responses shall indicate whether the above described services are available through an existing government contract and if so, identify the contract and provide contact data for the Government point of contact managing that contract. Responses are to be limited to no more than ten (10) pages using a font no less than Times New Roman, 12 point. Company information should include qualifications and experience in work of this nature, point of contact, phone number, fax number, e-mail address, CAGE code, DUNS Number, business size, and small business classification (8[a], HUBZone, etc.), if applicable. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This synopsis is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Proprietary information in the responses, if any, must be clearly marked. The Government may use non-Government (contractor) support personnel as subject matter experts in the review of responses received, including the review of any marked or unmarked proprietary information provided. Appropriate non-disclosure agreements have been executed between the third party, non-Government (contractor) support personnel and the Government and are on file with the Government. A submission of a response to this Sources sought constitutes the respondent's acknowledgement and agreement that the information provided in the response, including any marked or unmarked proprietary or source selection information, may be disclosed to these third party, non-Government (contractor) support personnel. The non-Government support contractors are TASC, Inc (advisory and assistance services) as well as Suntiva Executive Consulting and CACI employees (contract support). Responses shall be submitted no later than 5 P.M. ET, 30 Aug 2013. Electronic responses are required and shall be submitted to Ms. Anne Behne at anne.behne@dtra.mil. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available. Requests for the same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice.
