- The NAVSUP Fleet Logistic Center Norfolk (FLC), Contracting Department, Norfolk, VA intends to negotiate a firmed fixed-price, 100 Percent small business set-aside procurement action for lodging facilities within 50 miles of the Washington Navy Yard, Washington, DC, for the Chaplains Religious Enrichment Development Operations (CREDO). Lodging will be required for: 1. T welve (12) CREDO Personal Growth Retreats (PGR) lodging for twenty-six (26) individuals, two (2) nights per retreat. The services will be acquired utilizing procedures under Federal Acquisition Regulations (FAR) 12 - Acquisition of Commercial Items and FAR 13.5 - Test Program for Certain Commercial Items, as well as FAR Subpart 19.5 - Set-asides for Small Business. The impending contract will include a one-year base period of performance that will commence on 15 September 2013 and conclude on 14 September 2014 with option provisions to incorporate two (2) one-year option periods thereafter. This contract will be issued with options to extend the term of the contract in accordance with FAR Clause 52.217-9. The North American Industry Classification Systems (NAICS) Code for this acquisition is 721110 and the size standard is $7.0 million. A request for quote will be available for download on or about 8 August 2013 under RFP number N00189-13-T-0290 at the following website: www.fbo.gov. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above websites. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contract from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendor for work to be performed outside the United States. Lack of registration in the CCR database will make a vendor ineligible for award.
