- The United States Army Corps of Engineers, Detroit District intends to solicit on a sole source basis under the authority of FAR 6.302-1(c) to Teledyne RD Instruments for the purchase of a 1200 kHz Rio Grande Workhorse Acoustic Doppler Current Profiler (ADCP) and a 600kHz phased array River Ray ADCP. The USACE Detroit District requires Teledyne RD Instruments to measure velocity and discharge in the Great Lakes connecting channels. The current platform is based on this brand/models. Switching platforms will require the design of new mounting hardware, training staff (in the manufacturer supplied software as well as new hardware). It will also require rewriting user developed software used in post processing, report writing and analysis. Changing to a different manufacturer's ADCP would require significant additional cost and effort to the Government and could result in delays in accomplishing the measurement and analysis requirements of the District. The Government intends to negotiate a firm-fixed price contract on a sole source basis. Interested parties may identify their interest and capabilities to perform the requirements in writing to the identified point of contact no later than 2:00 PM Eastern Time Zone on 22 August 2013. Your response must demonstrate your firms capabilities, and experience. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
