- Headquarters, United States Special Operations Command (HQ USSOCOM), Special Operation Research and Development Acquisition Center (SORDAC), Program Executive Office for Command, Control, Communications, and Computers (PEO-C4) intends to increase the Special Operations Forces (SOF) Information Technology Enterprise Contracts (SITEC) Specialty Services Tower overall tower ceiling. The SITEC Specialty Services Tower is a multiple award contract vehicle competitively awarded under solicitation H92222-10-R-0044 in 2011. Each of the 7 Indefinite Delivery/ Indefinite Quantity (IDIQ) contracts was awarded with a one-year base ordering period and four 1-year option ordering periods (five years total). Current contract holders include: L-3 National Security Services (H92222-11-D-0014), GDIT (H92222-11-D-0015), SAIC (H92222-11-D-0016), ARMA Global (H92222-11-D-0017), Booz Allen Hamilton (H92222-11-D-0037), Dell Services Federal Government (H92222-11-D-0038), and DRS Technical Services (H92222-11-D-0039). Task Orders providing information technology across HQ USSOCOM, its components and subordinate commands are competed among the 7 contract holders and responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. The ceiling increase to $834,000,000 will allow PEO-C4 and ITMO in conjunction with the Chief Information Officer (J-6) to both continue and efficiently realign SITEC services across the expanding global SOF enterprise. This increase will be executed under the authority of FAR 6.302-1(a)(2)(iii), and will ensure the continued support of existing and pending specialty services tower tasks. The planned ceiling increase will include all scope and provisions contained in the SITEC Specialty Services Tower IDIQ contracts and Performance Work Statements. By increasing the ceiling HQ USSOCOM wishes to strategically align its IT service based contracts to minimize duplication of cost and unacceptable delays in providing IT services while reorganizing the multiple technical IT services areas (Towers) to provide enhanced flexibility to meet changing current and future IT program requirements.
