- Statement of Work This is a combined synopsis/solicitation for a commercial supply and/or service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request For Quote (RFQ) and the solicitation number is F2VUSM3212A001. This acquisition is a small business set aside. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: DESCRIPTION OF REQUIREMENT (BRAND NAME or EQUAL): CLIN 0001 - The contractor shall provide all labor, materials, parts, equipment, tools, transportation, personnel, and all other items and services necessary to provide removal, disposal of existing, and full installation and operation of new and complete turnstile units (Tomsed/Boon Edam Doubles) in accordance with the terms of contract See attached Statement of Work. - 3 EA CLIN 0002 - The contractor shall provide all labor, materials, parts, equipment, tools, transportation, personnel, and all other items and services necessary to provide removal, disposal of existing, and full installation and operation of new and complete turnstile units (Phillips Single) in accordance with the terms of contract See attached Statement of Work. - 2 EA Any or equal items will be sent to the technical representative for evaluation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 effective 1 Aug 2013, DFAR DPN 20130808 effective 8 Aug 2013, and AFFARS AFAC 2013-0327 effective 27 Mar 2013. The North American Industry Classification System code (NAICS) is 561621, Security Systems Services (except Locksmiths) and the Standard Industrial Classification (SIC) is 7382, Security Systems Services. A firm fixed price contract will be awarded. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made to the lowest price offeror that is determined to be technically acceptable. This is a Brand Name or Equal requirement. Any Or Equal proposal received will be sent to the technical advisor for compatibility or functionality. The Government also reserves the right to make no award at all. DELIVERY ADDRESS: Equipment is procured on behalf of USSOCOM/SOCS-Z-SM, 7701 Tampa Point Blvd (BLDG 501C, 501 and 501A), MacDill AFB, FL 33621-5323. The following Air Force Federal Acquisition Regulation Supplement (AFFARS) clause applies and is incorporated in full text: AFFARS 5352.201-9101, Ombudsman: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication or protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
