This Request for Quote (RFQ), N00104-14-Q-Q001, is for BRAND NAME Altair Engineering PBS Professional software maintenance renewal for Fleet Numerical Meteorology and Oceanography Center (FLENUMMETOCCEN) located in 7 Grace Hopper Avenue in Monterey, CA. See Table One below for details. Acquisition Strategy: 1)NAVSUP Weapon Systems Support - Mechanicsburg is procuring this requirement in accordance with the format in FAR 13 and supplemented with additional information included in this notice. Open Market quotes are being solicited from ONLY AUTHORIZED SELLERS/RESELLERS of Altair Engineering. 2)This requirement is being solicited Unrestricted, Firm Fixed Price, BRAND NAME basis for Altair Engineering, PBS Professional maintenance. See Page 3 for details. Substitutions will not be considered. See Brand Name Statement below. 3)The NAICS associated with this purchase is 511210, Software Publishers. 4)Evaluation will be based upon the lowest price technically acceptable offer. Period of Performance 1 OCT 2013 - 30 SEP 2014 QTY: 9,999 Each (FFP) PAPERLESS CONTRACTING: All contractual documents (i.e. contracts, purchase orders, task orders, delivery orders and modifications) related to the instant procurement are considered to be "issued" by the government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such as email. The government's acceptance of the contractor's proposal constitutes bilateral agreement to "issue" contractual documents as detailed herein. 508 STATEMENT: The customer for this requirement is Fleet Numerical Meteorology and Oceanography Center (FLENUMMETOCCEN) in Monterey, Ca. The mission of FLENUMMETOCCEN is to collect, interpret, and apply global atmospheric / oceanographic data / information in support of strategic and tactical warfare and peace-keeping initiatives. FLENUMMETOCCEN is the Department of Defense's (DoD) principal operational processing center for automated numerical meteorological and oceanographic analyses and predictions. Around-the-clock operational oceanographic and meteorological support is provided to the US Navy, other US Government agencies, as well as elements of the armed forces of allied nations. This support consists of running regularly scheduled large environmental numerical global forecast models for ships, aircraft, and other forces throughout the DoD. Greater emphasis on preparation of, and reaction to, regional conflicts and the littoral threat has resulted in a greatly increased demand for high resolution coupled model meteorological guidance and forecasts, as well as oceanographic support to tactical coastal operations. FLENUMMETOCCEN requires Altair Engineering maintenance support. The licenses and maintenance provided by this procurement are in direct support of the Fleet Numerical mission. FLENUMMETOCCEN is using the equipment to provide weather and oceanographic data to ships at sea and troops in the field. Per 40 USC § 11103(a)(1)(E), the systems being supported are in direct fulfillment of military missions. As such, in accordance with 29 U.S.C. 794d (A)(5), the National Security System exemption applies. BRAND NAME STATEMENT: FLENUMMETOCCEN's supercomputer suite reflects an investment of several million dollars. FLENUMMETOCCEN's supercomputers (nodes, switches, disks, associated components, software, etc.) are at the heart of its mission-critical operational capability. Substantial technical research and system testing has been conducted before selection of the installed hardware equipment. Command personnel are trained and have developed specialized expertise working with the PBS Pro software systems currently integrated within its HPC environment. FLENUMMETOCCEN has made a substantial investment of software, installation and integration time, and personnel training to achieve the current state of operational capability and functionality. The systems being supported are already integrated into the HPC environment; introducing other brands would cause issues with software and hardware compatibility, troubleshooting difficulties, new training costs, and spare parts inventory problems. Selection of new software type would provide no demonstrable value, would cause unacceptable delays in sustaining and improving the agency's critical operations, and likely duplicate costs already expended in arriving at the current level of operational efficiency and stability; therefore, maintaining the existing infrastructure is in the best interest of the Government. Altair Engineering's software is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company.
