Description
NASA/LARC has a requirement for services for the spin form fabrication of a single-piece aluminum pathfinder component representative of the Orion crew module aft bulkhead. NASA/LARC intends to purchase the items from Standex International, Spincraft Division. Only Spincraft currently has the tooling that could be used to fabricate an aft bulkhead with the dimensions required; specifically, the spinning mandrel that can fabricate an aft bulkhead with dimensions 100-150 inches in diameter at the rim, 200-250 inches radius of curvature, and 2.0-2.5 inches thick. Based on the material property testing and development milestones of the project, there is insufficient time to design and manufacture the tooling required to support the fabrication of this aft bulkhead. Consequently, Spincraft is the only vendor who can provide existing tooling that can match the aft bulkhead design for fabrication.It would take substantial increase of resources and time for another source to provide the required tooling, and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:00 a.m. local time on 22 August 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
