- Clauses and Provisions Instructions to Offerors Evaluation Procedures Pricing Structure Technical Exhibit A Statement of Work Defense Logistics Agency Strategic Materials, is soliciting proposals to upgrade 567.362 troy ounces of 98.82% pure iridium metal to 99.90% pure iridium metal sponge. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 in conjunction with Part 13 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposals (RFP) and the solicitation number is SP8000-13-R-0010. The complete text of any of the clauses and provisions referenced in this notice may be accessed in full text at http://farsite.hill.af.mil. This solicitation is 100% set aside for small business, with NAICS Code 331492 - Secondary Smelting, Refining, and Alloying of Nonferrous Metal (except Copper and Aluminum). The small business size standard is 750 employees. DLA Strategic Materials is seeking to upgrade 567.362 troy ounces of 98.82% pure iridium metal to 99.90% pure iridium metal sponge. The award will be made to a single contractor. The contractor will serve as the single source for upgrading the Iridium metal identified in the attached Technical Exhibit A. The Contractor shall provide all labor, supervision, facilities, equipment, material, supplies, and all other necessary services to produce, test, certify, package and ship the iridium as identified in the attached Statement of Work (SOW). The period of performance will be 6 months and begin no later than September 30, 2013. Offerors are requested to offer a Firm Fixed Price proposal - reference the attached Pricing Structure. Any award resulting from this solicitation will be issued on a Standard Form (SF) 1449. To receive an award resulting from this solicitation, offerors MUST be registered in the System for Award Management (SAM) and must maintain an active registration in SAM during the complete period of performance. Registration may be completed online at: https://www.sam.gov. Proposals will be evaluated based on the information provided in Attachment D "Evaluation Procedures". The Contracting Officer may utilize on-line reverse auctioning under this solicitation IAW DLAD 52.215-9023. Offerors are advised that any and all questions concerning this solicitation must be sent in writing to the Directorate of Contracting, DLA Strategic Materials, Fort Belvoir, VA. Offerors may review the attached "Instructions to Offerors" for further details regarding the submission of questions concerning this requirement. Offerors must comply with the clauses and provisions listed in attached "Clauses and Provisions" document. Offerors must submit their proposals no later than September 3, 2013 at 3:00 p.m., local time, Fort Belvoir, VA, via email to SMContracting@dla.mil with subject line "SP8000-13-R-0010." Proposals submitted by mail/facsimile or after the deadline will not be accepted.
