- Justification and Approval This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT per FAR13.106-1(b)(2), sole source for purchases exceeding the simplified acquisition threshold. The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract to Wolters Kluwer Financial Services, Inc. 1410 N. Westshore Blvd, Suite 400, Tampa, FL 33607. This procurement is for the TeamMate© Suite which is a Window-based electronic audit management system used by auditors, inspectors, and evaluators to electronically document their work. Important information such as audit steps, audit findings, review notes, sign-off and edit histories are contained in this unique database filing system.. The Justification and Approval is attached. The Government anticipates a Firm Fixed Price Contract for one base year and two one year option periods. This notice of intent is for informational purposes only, therefore, no solicitation will result from this announcement. This notice of intent is not a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement to Candace Noel, Contract Specialist, via email: candace.e.noel.civ@mail.mil, no later than 11:00 am Eastern, 20 August, 2013. All information submitted should support the offeror's capability to provide the required services, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the sole source award. The primary North American Industry Classification System (NAICS) code is 511210, Software Publishers, Small Business Size Standard $35,500,000.
