Description
This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. The Government is not responsible for any costs incurred for any response to this notice. The Marine Corps Systems Command, in support of Product Manager Reconnaissance and Amphibious Raids (PdM RAR), intends to award a sole source firm-fixed price (FFP) follow-on contract, M67854-13-R-1067, in support of the Multi Mission Parachute Course (MMPC) on behalf of the Marine Corps Training and Education Command (TECOM). The MMPC trains non-Military Free Fall (MFF) qualified Marines in MFF techniques utilizing the United States Marine Corps (USMC) Multi Mission Parachute System (MMPS). The proposed contractual action will be awarded to: Complete Parachute Solutions, Inc. (CPS) 1320 East International Speedway Blvd., Suite 1 Deland, FL 32724-2617 The existing services are set to expire 30 September 2013. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. CPS, as the Original Equipment Manufacturer (OEM) of the Marine Corps configuration of the MMPS, is the only source with the prerequisite expertise and certifications required to safely and successfully conduct the MMPC. Unrecoverable duplicative costs and unacceptable schedule delays would result if award were attempted to any source other than CPS. An analysis is being conducted to determine the potential of establishing a Service-run schoolhouse for the entire USMC parachute training portfolio. This effort may render the training requirement obsolete in less than five (5) years. This notice is not a request for competitive proposals. No formal solicitation package is available. The Government will review capability statements received from responsible sources prior to 3:00 pm local time on 22 August 2013. No telephone inquiries will be accepted.
