- SF 30 Amendment 1 Amended Solicitation, Performance Work Statement, Instruction to Offerors AMENDMENT 000001 SOLICITATION NUMBER: SBAHQ-13-R-00147 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. IT IS THE INTENT TO AWARD UP ONE IDIQ CONTRACT AND SUBSQUENT TASK ORDER. (ii) The solicitation number and a statement that the solicitation is issued as request for proposal (RFP). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. (iv) This solicitation is a Total Small Business Set -aside. The NAICS is 541611. The small business size standard is $14 million. (v) A list of contract line item number(s) and items, quantities and units of measure, and options are listed on the SF 1449 and in Part II. (vi) Description of requirements for the items to be acquired. The Contractor shall provide services necessary to design robust evaluation frameworks for SBA's business assistance programs. The Contractor shall also provide services to apply the evaluation framework to Office of Entrepreneurial Development (OED) initiatives, and measure and benchmark the outcomes and impacts of services provided to the initiative participants. Further details are attached in the detailed solicitation. (vii) Dates and Delivery: Base of twelve months and four twelve month options. Task Order 001 Period of Performance is twelve months. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and a statement regarding any addenda to the provision. NOTE: For complete instructions see the attached solicitation document (ix) The provision at 52.212-2, Evaluation-Commercial Items, if used, and the specific evaluation criteria to be included in paragraph (a) of that provision. If this provision is not used, describe the evaluation procedures to be used. NOTE: For complete instructions see the attached solicitation document (x) The offerors are to completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: As detailed in the attached solicitation documents. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause. NOTE: As detailed in the attached solicitation documents. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.
