- PR No: 0049420067; this solicitation will contain NSN (5865-01-291-6176), Countermeasure Set, Subassembly. Request for Proposal SPE4A6-13-R-1045, is for a Firm Fixed Price, Definite Quantity Contract for a quantity of 46 each. Solicitation will be issued as 100% small business set aside, full and open competition after exclusion of sources. Export control applies. Quantity variance is plus/minus 0%. Delivery: FOB Destination, Inspection and Acceptance at Origin. Contractor First Article Testing (FAT) is required. A sample of 1 each is to be tested. FAT is to be forwarded to: DLA AVIATION 8000 Jefferson Davis Hwy Richmond, VA. 23297 The requested delivery is as follows: FAT 30 days, Evaluation 130 days, production after FAT approval 145 days. The total delivery is 305 days. A Subcontracting Plan is not required. Formal Cost and Pricing Data is not required. EEO clearance is not required as the dollar threshold has not been met. Progress payments will not be utilized because the conditions of FAR 32.501(c) have not been met. The final contract award decision will be based upon a combination of price and past performance. The anticipated issue date is September 3, 2013, (with a closing date of October 3, 2013), anticipated award date is October 28, 2013. Synopsis was posted to Federal Business Opportunities on August 15, 2013. Solicitation issue date is September 3, 2013. Solicitation closing date is October 3, 2013. The estimated award date is October 28, 2013.
