- Description
- The Saint Lawrence Seaway Development Corporation (SLSDC) plans to issue a Request for Proposals (RFP) to restore flow in subsurface drains at ten (10) locations at Eisenhower and Snell Locks in Massena, New York. The drains range in diameter from four (4) inches to twenty four (24) inches and in length from 5 feet to 400 feet. All but two (2) of the drains are four (4) inch to six (6) inch cast iron pipe that are buried in concrete and/or soil. The other two (2) drains are formed concrete storm drains that underlie the highway tunnel at Eisenhower Lock. Most of the drains will require confined space entry procedures in order to access the drain entrance. All drains but one, which is a sanitary sewer line, transport storm water and/or river water that leaks through joints and cracks in the mass concrete lock structures. The work will require removal of calcium carbonate deposits that may be nearly as hard as concrete. Most of the drains also have numerous short radius 45 and 90 degree bends which will need to be negotiated by the equipment. The Contractor may choose the methods of performing the work, but it is expected that this will include video surveys and high performance boring and/or jetting techniques. Plans are to award the work in early September 2013, dependent upon the availability of funds. Quotes must be valid for sixty (60) days to allow for a later award, if necessary. The work is to be completed within sixty (60) days of the award. The RFQ will be released on August 15, 2013 with a response date of September 16, 2013. The cost range is between $ 100,000 and $ 250,000. The SLSDC will furnish the specifications and drawings in electronic format at the cost of $20.00. All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway Development Corporation. An anticipated firm, fixed price contract will be awarded.
