- Description
- Arcata Associates, Inc. has a requirement for an upgrade control and an inspection of the HF US Tower located at NASA Dryden Flight Research Center (DFRC), Edwards, California. Arcata Associates, Inc. intends to purchase the items from United States Tower Services, LTD located at 5263 Agro Drive, Fredrick, MD 21073. US Tower is the only known source that is capable of implementing this new DRC 3 controller that will work with the existing system that was originally put in place by US Tower. No other source is an option due to the upgrade of the controller. This upgrade will be a remote antenna controller added to a system that is already in place. To purchase similar equipment from another source will not allow the system to properly rotate and could require extensive cost to implement. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. pacific standard time on August 26, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
