- The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source contract to Science Applications International Corporation (SAIC). This is a follow-on research contract which focuses on enhancing and modifying software integration and user support for the Micro-SWIFT/SPRAY (MSS) Urban Development Model. MicroSWIFT is a modification of the mass consistency model Stationary Wind Fit with Turbulence (SWIFT), which has been configured for urban environments. MicroSWIFT is the wind field solver configured to treat complex urban terrain to produce a 3D wind field. MicroSWIFT is used to drive MicroSPRAY, which models particle transport using a Monte-Carlo Lagrangian technique. A MSS solution requires the exact representation of all buildings and obstacles in the urban domain as well as an initial estimate of 3D wind field in the absence of buildings or obstacles from SWIFT driven by available meteorological data. This results in analytical modifications for flow around obstacles, iteratively updating the entire flow field to satisfy mass consistency, and simulating particle dispersion using a Monte-Carlo Lagrangian method. The period of performance contemplated for this effort is three years. This requirement will result in a cost-plus-fixed-fee contract. The North American Industry Classification System (NAICS) is 541711 and the Product Service Code (PSC) is AD92. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responsible sources may submit a capability statement which shall be considered by the agency. Interested parties have fifteen (15) days from the date of this notice, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely with the Government's discretion. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. Response to this notice must be received by 4:30 PM EST, August 30, 2013. Responses must include your business name, point of contact, address, and telephone number with area code.
