- SPECIFICATIONS ON BAR CODING SPECIFICATION JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION SOLICITATION The U.S. Coast Guard Surface Forces Logistics Center intends to award a non-competitive, firm-fixed price, sole source contract to the Original Equipment Manufacturer (OEM), Prime Mover Controls Inc, for two type 5400 PCH-ES Control Heads with Integral Lever Line Up (PMC Electric Shaft), combined into one triple lever unit mounted in a flush mounting plate, complete with lever line up servo motors, moving pointers and backlit scales for control orders (AST 10 – 0 – 10 AHD) for the CGC Polar Star (WAGB-10) Throttle Wheel Upgrade.
