- Description
- The U.S. Department of Energy (DOE), Office of Administration, Office of Administrative Management and Support (MA-62), intends to award a sole source contract to NOOSH, Inc., to purchase subscription service including hosting and maintenance for their office and for headquarters program offices. NOOSH is the only commercial-off-the-shelf (COTS) product that manages the complexities of the print lifecycle process in the Federal sector. The system involves the use of software that is highly propriety which is currently in use within MA-62. The lifecycle process includes print procurement, production, and distribution, each of which can be difficult and time consuming. Automating the process reduces the cost by increasing productivity in the DOE Printing Team. This web-based software solution has provided an efficient and collaborative working environment between DOE program offices, vendors, and the printing procurement specialists. NOOSH assembles print specificat ions from DOE customers, establishing clear standards for paper grades and colors, product types, and more. It automatically notifies members of the team once a job has been assigned. It provides a search engine which helps the users filter the project list quickly to find a print project. The project schedule allows detailed tracking so that the print specialists and customers can immediately determine project status and other information. The DOE is proposing to award a contract to purchase this service that is necessary for the Office of Administrative Management and Support. The DOE is using exemption to competition FAR 6.302-1(a) (2) (ii), One Responsible source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes the DOE should not pursue this sole source contract to NOOSH, Inc., then they should submit a capability statement and pricing information for the requirement by August 30, 2013 at 8:00 PM (Eastern Daylight Time) via e-mail to Ellen.Clayton@Hq.Doe.Gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
