- The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 1, proposes to contract the Dry Dock Repairs of USCGC EDISTO (WPB-1313), a 110-Foot "A Class" Patrol Boat Cutter, home ported in Naval Submarine Base Point Loma, San Diego, CA 92106. All work will be done at the CONTRACTOR'S CERTIFIED FACILITY. Per PACAREAINST 3100.1F, this vessel is geographically restricted to United States West Coast San Francisco Bay and South. The performance period will be for FIFTY-NINE (59) calendar days with a start date on or about 15 January 2014 through 14 March 2014. Work aboard the USCGC EDISTO (WPB-1313) will include but is not limited to the following Work Items: Hull Plating (Side Scan), Ultrasonic Testing Hull Plating, U/W Body, Inspect Hull Plating (Freeboard), Ultrasonic Testing Aluminum Hull and Structural Repairs - 1/4" Plate Aluminum Hull and Structural Repairs - 3/16" Plate Aluminum Hull and Structural Repairs - 5/16" Plate Hull and Structural Plating Repairs -Crack (Aluminum) Hull and Structural Plating Repairs - Crack (Steel) Hull and Structural Plating Repairs - Eroded Weld (Aluminum) Steel Hull and Structural Plating Repairs (5-Pound) Steel Hull and Structural Plating Repairs (7.0 Pound, 7.5-Pound or 7.65-Pound) Steel Hull and Structural Plating Repairs, Corrugated Plate (4.0-Pound) Hull and Structural Plating Repairs (6.0-Pound or 5.63-Pound) Hull and Structural Plating - 10.0-Pound Steel, Repair Appendages (U/W), Leak Test Appendages (U/W) - Internal, Preserve Voids (Non-Accessible), Leak Test Tanks (MP Fuel Stowage and Overflow), Clean and Inspect Voids (Non-Accessible), Preserve Internal Surfaces Tanks (MP Fuel Service), Clean and Inspect Tanks (Potable Water), Clean and Inspect Tanks (Dirty Oil and Waste), Clean and Inspect Propulsion Shafting, Remove, Inspect, and Reinstall Propulsion Shafting, Renew Mechanical Shaft Seal Assemblies, Overhaul Propulsion Shaft Bearings (External), Renew Propulsion Shaft, Stern Tube Forward Bearing, Renew Propulsion Shaft, Forward Bearing Housing, Stern Tube Bearing, Renew Propellers; Remove, Inspect, and Reinstall Exhaust System, MDE, Inspect SW Heat Exchangers; Clean, Inspect and Hydro Fathometer Transducer, Renew Speed Doppler, Renew, Doppler Valve, Overhaul Sea Valves and Waster Pieces, Overhaul, Renew Sea Strainers (All Sizes), Renew Sea Strainers - Duplex (All Sizes), Overhaul Salt Water Cooling and Steering System Piping, Renew Steering Gear (General), Overhaul Rudder Assembly, Remove, Inspect and Reinstall Elecro-Hydraulic Crane, Renew Fin Stabilizers (General), Overhaul Tanks, (Grey Water) Clean and Inspect Tanks, (Sewage Holding) Clean and Inspect Grey Water Piping, Clean and Flush Sewage Piping, Clean and Flush Tanks (Sewage Holding), Preserve "100%" Tanks (Aft Grey Water), Preserve "Partial 33%" Tanks (Dirty Oil), Preserve " Partial" Tanks (Oily Water), Preserve "Partial 33%" Tanks (Potable Water), Preserve "100%" Bilge Surfaces, Preserve Magazine Locker, Preserve and Insulate U/W Body, Preserve ("100%") Used with Side Scan) Stern Tube Interior Surfaces, Preserve 100% Hull Plating Freeboard, Preserve - Partial Superstructure, Preserve "Partial" Cathodic Protection System (Bilge and Sea Chest), Renew Cathodic Protection System, Inspect and Maintain CAPAC Anode Assembly Renew Insulation, (Eng Compt) Bulkhead/Overhead, Renew Drydocking Temporary Services, Provide Data Service, Provide Watertight Doors and Scuttles (External), Renew Deck Covering (Carpeting), Renew Sea Chests, Repairs Sea Trial Performance, Provide Support 5 Main Mast, Preserve, (100%) All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures. If two companies are planning to conduct business as a Joint Venture or any other type of teaming agreement, they shall provide past performance on projects of similar scope that they have performed together as a Joint Venture. Providing individual past performance documentation from each company on separate projects where the two did not work together is not considered to be sufficient past performance. A Joint Venture that cannot provide this requested information will not be considered to have sufficient documentation needed to evaluate past performance as an evaluation factor. On or about 06 September 2013, a Request for Quote (RFQ) will be available electronically at http://www.fedbizopps.gov. This will be a Total Small Business Set-aside procurement. Only 100% certified small business contractors may submit a proposal. The NAICS code assigned to this procurement will be 336611 with a size standard of less than 1,000 employees. This requirement will be evaluated using Past Performance and Price; whereas Past Performance is more important than Price. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and all subsequent amendments. FEDBIZOPS also contains an option for automatic notification service; as such, contractors are urged to sign up for the Auto Notification Service. Hard copies of the specification and solicitation will not be issued. The solicitation, specifications and other pertinent information will be posted at www.fbo.gov. A CD-ROM containing all applicable drawings is available free of charge. The CD-ROM may be requested via email to Bernie.c.caguiat@uscg.mil not later than ten (10) days from the solicitation issuance. The CD-ROM contain WINDOWS compliant raster/vector formats (e.g. *.DWF, etc.).
