- Description
- The Government intends to procure commercial item services under (FAR Part 12 and FAR 15) for VA Greater Los Angeles Healthcare System (VAGLAHS). The NAICS code is 624229, Size Standard is $14 Million. Contractor(s) shall assist with the provision of housing placement and case management services emphasizing care for the severely mentally ill and chronically homeless Veterans through the HUD -VASH Program. Through these contracts, the VA seeks to expedite the placement of HUD-VASH Veterans and their families with HUD Section 8 Housing Choice Vouchers (HCV) in affordable, permanent housing and assist them in maintaining housing thereafter with case management services. HUD-VASH Veterans are admitted to the program based on a demonstrated need for ongoing case management due to mental health, substance abuse, medical and/or other co-occurring serious psychosocial issues. The program prioritizes Veterans assessed to be highly vulnerable with a high likelihood of death due to homelessness. The contracts shall include case management services, which are comprised of social workers, case managers, and para-professional counselors. The contractor shall offer Housing First- Assertive Community Treatment (HF-ACT) services. The case management portion shall entail assisting the Veterans with retaining housing through therapeutic services, life skills education, and routine counseling sessions. The housing placement component shall be led by a housing specialist, usually a real estate broker, who is familiar with the nuances associated with HUD Section 8 housing. THIS REQUIREMENT IS NOT FOR HOUSING, BUT FOR CASE MANAGEMENT AND HOUSING PLACEMENT SERVICES. The contract(s) shall be for a base year with the Government's option to exercise four (4) one (1) year option periods. This solicitation shall be unrestricted. The solicitation will be available for issue on or about August 22, 2013 with offers due on or about September 6, 2013.
