Description
The United States Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Garrison (USAG) has a requirement for a large scale renovation of the National Gateway area of building 1671 at Fort Detrick, MD. The solicitation will be an Invitation for Bid (IFB), which requires vendors to submit their bid, supporting documentation, and best price by the solicitation closing/response date. Bids will be opened at a public opening. The location of the bid opening will be announced in the solicitation. Subject to final review of the bids award will be made to the lowest priced, responsive, and responsible bidder. IFBs are evaluated based on price and price related factors, as well as responsiveness of the bid to the requirements of the solicitation. This project consists of demolition and new construction of rooms 214, 215, 216, and 217 in building 1671. The work includes following tasks and incidental related work. Note: Government will secure/remove all wall mounted electronic equipment and signage. Government will secure all electronic & office equipment. Section #1-Room 215 Demolition: 1. Remove existing base/floor molding. 2. Remove carpet as indicated. New Construction: 1. Frame out as shown in detail drawing all electrical panels and conduit/piping. The depth of the framing shall be determined by the depth of the electrical panels/conduit/piping to be covered (varies) 2. Install 2 quote mark wood furring on existing walls. 3. Install 1 quote mark rigid insulation between furring strips. 4. Install new 1/2 quote mark fire -rated vinyl covered wallboard in color/pattern selected by government. 5. Install wallboard panels attached by industrial Velcro as shown on detail drawing to cover pipes/conduits. Paint any exposed framework or trim on cover panels to match/coordinate with vinyl wall board. 6. Extend all switches, equipment, electrical and datacomm outlets out to the new wall face. 7. Install new nylon heavy traffic sheet carpet in color selected by the government as indicated. The adhesive shall be low VOC. 8. Install new 4 quote mark vinyl cove base in color selected by government. Section #2- Room 216 & 217 Note: There is old tile exposed in some places that may contain asbestos. These WILL NOT be disturbed. There will be existing computer racks in room 216. Demolition: 1. Remove existing ceiling and lighting fixtures. 2. Remove any existing base or floor molding. 3. Flash-coat to encapsulate any old tile exposed on floor. Prepare floor for new carpet and vinyl floor tile. New Construction: 1. Install new partition walls as indicated on drawing. These shall metal 2 quote mark x 4 quote mark metal studs, 16 quote mark O.C. The new walls shall have blanket insulation, kraft faced fiberglass, 3-1/2 quote mark thick, R11, 15 quote mark wide. These shall be sheathed in 1/2 quote mark fire-rated vinyl covered wallboard in color/pattern selected by government. The walls will go to the new ceiling height. 2. Install new quad outlets and datacomm ports on new walls as indicated on drawing. All new datacomm ports shall adhere to the following NEC standards: All voice and data drops to be a minimum CAT-5e wired TIA/EIA 568-B. Voice will be identified by White or Grey jacket wire. Data will be identified by Blue jacketed wire. All individual work areas will have a minimum 1 voice and 2 data lines. Designated printer/FAX type area must have a minimum 1 voice and 2 data lines. Buildings will have a minimum 24 strands of Single Mode Fiber with ST Connectors mounted in patch panels to support Force Protection and Environmental Monitoring. Buildings should be reviewed for diverse physical communications routes. Network switches designed for a building must be designed to handle all network drops. Network switches designed for a building will allow for 25% expansion. Conference Rooms should be designed for adequate voice/data communications. Requirements for Secret Internet Protocol Router Network (SIPRNET) must be defined in advance of building construction/renovation 3. Install 2 quote mark wood furring on existing walls. 4. Install 1 quote mark rigid insulation between furring strips. 5. Install new 1/2 quote mark fire -rated vinyl covered wallboard in color/pattern selected by government. 6. Frame out as shown in detail drawing all electrical panels and conduit/piping. The depth of the framing shall be determined by the depth of the electrical panels/conduit/piping to be covered (varies) 7. Install wallboard panels attached by industrial Velcro as shown on detail drawing to cover pipes/conduits. Paint any exposed framework or trim on cover panels to match/coordinate with vinyl wall board. 8. Extend all switches, equipment, electrical and datacomm outlets out to the new wall face. 9. Install new 2'x2' grid dropped ceiling and lights as shown on ceiling plan. New ceiling height shall be 10 foot high. Install new low-profile static drop-in luminaries, 2'x4', 4 lamps each (32 watts, 48 quote mark, t8), multi-tap (120v,208v,240v,277v) electronic ballast, pattern acrylic diffuser. New luminaries will be fitted with self-contained fluorescent emergency power pack/ballasts for the emergency egress lighting note: emergency power pack/ballasts will power two of the 4 lamps in the fixture and will be connected independently to constant lighting power feed. 10.Install new single pole switches in locations indicated on drawing. 11.Install new vinyl floor tile in color and pattern selected by the government in work area of 217 and room 216 as indicated in color/pattern selected by the government. Adhesive shall be low VOC. 12.Install new nylon heavy traffic sheet carpet in color selected by the government in room 217 as indicated. The adhesive shall be low VOC. 13.Install new vinyl cove base in color selected by government. 14.Install new fire system in new offices tied into existing system as indicated on drawings to meet the requirements of NFPA 72. The locations of components on the drawing are only suggested. The contractor shall submit proposed fire system drawings for this area to the Ft. Detrick Fire Dept. for approval. An Acceptance test of the system shall be performed and witnessed by the Ft. Detrick Fire Dept. prior to the system being considered complete and operational. 15.Install new 6 quote mark flexible ductwork and returns/supplies in new offices tied back to existing system as indicated on drawings 16.Install new fire-rated wood solid core passage doors and frames. These shall be painted in a color selected by the government. Install all required hardware in color/finish selected by the government Section #3-Room 214 Demolition: 1. Remove existing carpet as indicated. 2. Remove existing base/floor molding as indicated. 3. Prepare floor for new carpet. New Construction: 1. Frame out as shown in detail drawing all electrical panels and conduit/piping. The depth of the framing shall be determined by the depth of the electrical panels/conduit/piping to be covered (varies) 2. Install 2 quote mark wood furring on indicated walls. 3. Install 1 quote mark rigid insulation between furring strips. 4. Install new 1/2 quote mark fire -rated vinyl covered wallboard in color/pattern selected by government on indicated walls 5. Install wallboard panels attached by industrial Velcro as shown on detail drawing to cover pipes/conduits. Paint any exposed framework or trim on cover panels to match/coordinate with vinyl wall board. 6. Extend all switches, equipment, electrical and datacomm outlets out to the new wall face on indicated walls. 7. Paint existing walls in an eggshell finish low VOC latex paint in color selected by government. 8. Install new 24 quote mark x 24 quote mark carpet squares in color selected by the government in area indicated. The adhesive shall be low VOC. 9. Install new 4 quote mark vinyl cove base in color selected by government. Section #4-Room 215 Demolition: 1. Remove existing carpet as indicated. 2. Remove existing base/floor molding as indicated. 3. Prepare floor for new carpet. New Construction: 1. Install new partition walls as indicated on drawing. These shall metal 2 quote mark x 4 quote mark metal studs, 16 quote mark O.C at 7' high. The new walls shall have blanket insulation, kraft faced fiberglass, 3-1/2 quote mark thick, R11, 15 quote mark wide. These shall be sheathed in 1/2 quote mark fire-rated vinyl covered wallboard in color/pattern selected by government. 2. Install 2 quote mark wood furring on indicated walls. 3. Install 1 quote mark rigid insulation between furring strips. 4. Install new 1/2 quote mark fire -rated vinyl covered wallboard in color/pattern selected by government on indicated walls 5. Extend all switches, equipment, electrical and datacomm outlets out to the new perimeter wall face on indicated walls. 6. Install new 24 quote mark x 24 quote mark carpet squares in color selected by the government in area indicated. The adhesive shall be low VOC. 7. Install new 4 quote mark vinyl cove base in color selected by government. This requirement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for bidders operating under North American Industry Classification System (NAICS) code 236220, with a size standard of $33.5 million. SDVOSB status will be verified via the Small Business Administration (SBA). Bids received from concerns that do not qualify as a SDVOSB shall be considered nonresponsive and shall be rejected. However, before rejecting a bid otherwise eligible for award because of questions concerning the small business size representation associated with the above NAICS code, an SBA determination shall be obtained. Solicitation number W81XWH-13-B-0002 will be released on 15 August 2013 and bids will be due on 16 September 2013. The magnitude of the requirement is between $250,000 and $500,000. A site visit will be held and the date and time of the site visit will be stated in the solicitation. Although not mandatory, vendors are advised to attend the site visit. Additionally, while not mandatory, vendors are advised to notify the Contract Specialist via email of their intent to attend the site visit. Questions will be addressed at the site visit as well as responded to in writing and posted as an amendment to the solicitation. Questions must be submitted electronically to the Contract Specialist NLT three (3) business days after the site visit. No hard copies of the solicitation will be issued by this contracting office. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/default.cfm or https://www.fbo.gov/. Potential bidders are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, bidders MUST be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/.
