- Attachment #3: Customer Transaction Count Attachment #2: Past Performance Form Attachment #1: Performance Work Statement for Effort This is the SF1449 for the Solicitation. Please let me know if you have any questions or concerns. The Air Force is soliciting proposals from qualified vendors for a firm-fixed price contract for Contractor Operate Civil Engineer Supply Store, located at Kadena Air Base, Camp Foster, Camp Hansen and Camp Kinser, Okinawa, Japan. The procurement is a commercial acquisition wherein the contractor shall provide all management, tools, supplies, equipment, labor, necessary to operate Contractro Operated Civil Engineer Supply Store for the 718th Civil Engineering Squadron with contract service conducted at Kadena AB, and various other Military Installations on Okinawa, Japan. This requirement is a commercial acquisition using Commercial Acquisition procedures (Reference FAR Part 12, Part 13) and will be negotiated pursuant to FAR Part 15. The proposed contract will be awarded using full and open competition with a period of performance anticipated at one (1) year, consisting of one (1) base period of six (6) months and two (2) option periods of three (3) months each. The expected contract start date will be 1 October 2013. The government intends to make a Firm Fixed Price, Single award to the offeror that represents the lowest price technically acceptable. The Government will award only one (1) contract. Solicitation No. FA5270-13-R-0034 will be issued as a Request for Proposal (RFP) advertised with a North American Industry Classification System (NAICS) code of 444130. Proposals will be accepted when submitted via e-mail to daunte.graves@us.af.mil or when hand carried, proposals must be deposited in the bid depository located at 18 CONS/LGCB, Bldg 95, Kadena AB, Okinawa. Offerors must submit a paper copy of their proposal as well as all information required by the solicitation if proposal is submitted by email. The Request for Proposal issue date is an estimation of the date on which the solicitation will be available; however, the solicitation may be posted before or after this projected date. The closing date for receipt of offers will be on 19 August 2013. Anticipated award date will be on or around 15 September 2013 Facsimile, telephone or written request for the solicitation package will not be honored. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED FOR ANY REASON. All prospective offerors interested in submitting proposals must have a Commercial and Governments Entity (CAGE) code, and must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) in order to be eligible for receipt of contract award.
