- The U.S. Agency for International Development Mission in Indonesia (USAID/Indonesia) intends to negotiate a non-competitive period of performance extension of services with Development Alternatives, Inc. (DAI)-Nathan Group LLC to complete performance on three assessment grants and continue support to the activity’s scholarship recipients through completion of their studies in the United States and their return to Indonesia. The three assessment grants are near completion and systems are already in place to provide support for scholarship recipients. Substantial additional costs and unacceptable delay would result from an attempt to award to another source at this particular time. This action is being taken on a previously competed award made under full and open competition. The additional services awarded will not require any increase to the total estimated cost; this action will only extend the performance period. Other than full and open competition is made in accordance with AIDAR 706.302-70(b), which permits other than full and open competition “when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief or rehabilitation.” AIDAR 706.302-70(b)(5) further states that use of this authority is appropriate for “an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the government or would result in unacceptable delays.” This is not a request for quotes or proposals, and the determination not to compete is solely within the discretion of the U.S. Government. Any responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the U.S. Government and would not hinder USAID/Indonesia’s objectives.
