Description
CONSTRUCT GROUND PRODUCTS DISPENSING FACILITY REPAIR R-11 REFUELER PARKING AREA AND CONSTRUCT SUPPORTING SECONDARY CONTAINMENT REMOTE RETENTION BASIN (TQKD20092450), PORTLAND ANGB, PORTLAND, OR. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources, with particular interest in interested service disabled veteran owned small business sources. This notice is for planning purposes only. All interested parties should respond. National Guard Bureau OPARC-S may issue a solicitation and award of a contract to complete the Construct Ground Products Dispensing Facility Repair R-11 Refueler Parking Area and Construct Supporting Secondary Containment Remote Retention Basin, subject to availability of funds. The magnitude of this project is between $1,000,000.00 and $5,000,000.00. Description of the proposed construction includes but is not limited to site clearing and removal and disposal of existing vehicular pavement; construction of a double loaded dual dispenser fuel dispensing island complete with portland cement concrete (PCC) dispensing parking pad and asphalt access drives, new dispensing cabinets, supply piping and electrical power, controls and lighting; construction of a canopy over the dispensing area; installation of PCC drive over-curbing around the entire existing R-11 Refueler parking area; routing and sealing of all joints and cracks in the R-11 Refueler parking area; construction of a remote secondary retention basin complete with connecting piping and outfall treatment. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 4:00 pm EST on 02 Aug 2013. NAICS Code 237120 applies to this project. Your attention is directed to FAR Clause 52.219-14(c)(3) LIMITATIONS ON SUBCONTRACTING which states, quote mark By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for General construction, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees quote mark applies to this project if set aside for small business. Attached additional information, which shall not exceed five (5) typewritten pages, must include a (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form (see form attached) and (3) a listing of projects completed during the past three years, both for government and private industry that are similar to the scope of work required by this notice. The type of project, dollar value, contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. Responses must also include (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate service disabled veteran owned small business contractors are not available for adequate competition for this project, it may be advertised as a set aside for another socio-economic category or as a Small Business set aside. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
