Description
Washington Headquarters Service intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to BAE Systems Information Solutions, Inc., 8201 Greensboro Dr. STE 1200, McLean, VA, 22102-3846 to provide support services to Defense Logistics Agency (DLA) Program Management Office-Defense Travel System (PMO-DTS). The primary objective of the PMO-DTS is to support Department of Defense (DoD) efforts to automate the processing of defense travel transactions into the DoD financial and accounting system enterprise. The PMO-DTS provides the required management for a Category 1AM acquisition program, perform software development management efforts, and analyze requirements and software functionality. Further, the PMO-DTS manages the technology refresh of the software and hardware design and network connections of the Defense Travel System (DTS). A Firm-Fixed Price contract is anticipated for a period of 180-days from 12 AUG 2013 through 11 FEB 2014, plus any transition period, to fulfill an immediate need BAE Systems, Inc. is the only source that can provide uninterrupted service with little or no degradation in support while the PMO DTS completes the follow-on acquisition. A lapse in service would be detrimental to the program and the Government. If this 180-day requirement was awarded to a new contractor, major disruptions would occur as the new contractor learns to operate and maintain DTS' Support Services-Line of Business. This would result in unacceptable downtime for PMO DTS and would ensure long-term damage to PMO DTS, causing a break in services for DoD travel. Consequently, the risk to the DoD in terms of degradation to travel support, in both the short- and long-terms, is too high to transition support to another contractor for such a limited time. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. All responses and all questions concerning this requirement will be considered for the purpose of the follow-on competitive requirement.
