Description
The Naval Sea Systems Command (NAVSEA) intends to procure, through full and open competition, the development, qualification, and delivery of the Power Conversion Module for the DDG 51 Class Flight III Air and Missile Defense Radar (AMDR), and the associated production shipsets required. The AMDR PCM is required to provide 4160 VAC to 1000 VDC power conversion at a power level of approximately 1.4 megawatts (MW). This procurement will include a basic requirement for non-recurring engineering and engineering services as well as options for future year shipsets, low rate initial production units for land based and environmental testing; the conduct of the environmental testing and long lead materials. A competitive solicitation is planned to be issued shortly. All inquiries should be emailed to tara.borntreger@navy.mil and adam.goldberg@navy.mil. This synopsis is being posted to both the Federal Business Opportunities (FBO) site at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Offerors may utilize either site to access information posted by NAVSEA. NAVSEA is releasing a draft solicitation with this announcement for Power Conversion Module for the Air and Missile Defense Radar for industry review and comment. In addition to comments on the general content of the scope and technical requirements, a review of the requirements should include the identification of cost drivers, including rough estimates of cost impact, so the Navy may conduct a tradeoff analysis of performance versus cost drivers prior to releasing the final RFP. The draft specification and the draft Integrated Operational Concept Description (IOCD) for the AMDR PCM are now available for comment by following the Technical Data Package (TDP) link on the website https://www.neco.navy.mil/ under this solicitation number. These documents will be posted with restricted access controlling sensitive but unclassified document packages (limited to US DoD and US DoD contractors only) and recipients of this information must exercise good judgment on what parts of this technical information they deem necessary to share with suppliers who meet the requirements of the distribution statement. Other documents may also be posted under this TDP link in the future. It is also noted that this draft technical specification has several requirements that are yet to be defined or specified, noted as TBRs (to be resolved) on the document, and possible values are indicated where known. Industry comments to the draft documents as well as the discussion topics contained in the Guidelines for the one-on-one sessions are requested no later than August 5, 2013. The opportunity for providing direct feedback can take the form of a written response or be discussed during one-on-one meetings described herein. FAR 15.201 encourages interaction and exchanges from the earliest identification of a requirement through receipt of proposals. The one-on-one sessions will have Contracting Officer participation and are intended to resolve concerns regarding the acquisition strategy, contract type, terms and conditions, and acquisition planning schedules; the feasibility of the requirement; the suitability of the proposal instructions and evaluation criteria. These sessions may occur on or about August 5, 2013 through August 16, 2013 in order to meet an end of August 2013 estimated date for release of the formal solicitation. Arrangement for a time slot can be made by contacting Mr. Adam Goldberg at adam.goldberg@navy.mil. Guidelines for the one-on-one sessions are attached to this announcement and include a description of how communications will be treated and a more detailed list of areas the Navy is interested in direct feedback. The location for the one-on-ones may be outside of the Washington Navy Yard at a Government support contractor location for ease of access.
