Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport intends to purchase the following items: Services to perform installation of atmospheric instrumentation at Fishers Island; collection of data at or near marine boundary layer; and data analysis through modeling, simulation and verification. A firm fixed price purchase order containing a base requirement of 920 hours and one option of 1080 hours is anticipated. Places of performance will be NUWC Division Newport, Newport, RI and Fishers Island, NY. NAICS Code is 541330. Size standard is $14 million. This requirement is unrestricted. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov) to be eligible for award. Instructions for registration are available at the websites. Further details will be provided in RFP N66604-13-R-2008, which is anticipated to be released on or about 26 July 2013. The closing date for receipt of proposals will be established in the RFP. Award will be made on the basis of Best Value, considering technical capability, past performance and price. The specific evaluation criteria will be outlined in the solicitation. All responsible sources may submit a proposal that shall be considered by the agency. This solicitation and any subsequent amendments will be posted to the FEDBIZOPPS and NECO websites. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and frequently monitoring the site for any amendments.
