Description
The United States Army Contracting Command - Aberdeen Proving Ground, Aberdeen Proving Ground, MD 21005, on behalf of Product Manager Robotics and Unmanned Sensors (PdM RUS), intends to solicit and award a new three-year Firm Fixed Price (FFP)/Cost Plus Fixed Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ) type contract, with an ordering ceiling of up to $85.30M and an ordering period of three years, as a sole source action directed to Raytheon Company, 2501 West University Drive, McKinney, TX 75071-2813, in accordance with FAR 6.302-1 and 10 USC 2304(c)(1), Only One Responsible Source. The objective of the CSP program is to provide Intelligence Surveillance and Reconnaissance, Detection, Identification and Targeting capability in day/night operations for both manned and unmanned platforms. This requirement will address the acquisition of operations and sustainment product support functions required to deploy and maintain the readiness and operational capability of the Common Sensor Payload (CSP), subsystems, and components. This effort includes, but is not limited to: Product Support Management; Engineering and Software Support; Maintenance Planning and Management; Materiel Maintenance; Logistics; Field Service Support; Supply Support; Repair Parts Procurement; Support Equipment Procurement; Technical Data, Training and Training Support; and Personnel, Facilities, and Depot Facilitization. NAICS code is 811213. The Government Performance Work Statement provides a description of the requirements. Places of performance include support in both Continental United States (CONUS) and Overseas CONUS (OCONUS) locations. The CSP is a multi-sensor day/night imaging payload. It is capable of providing imagery to increase the commanders situational awareness (SA) and capable of acquiring, ranging, identifying, and laser designating targets for precision guided munitions. The CSP incorporates an Eye-safe Laser Rangefinder (ELRF), Laser Target Marker (LTM), and Laser Spot Tracker (LST). The Electro-Optic (EO) sensor provides either color or monochrome imagery during daytime conditions as selected by the operator. The Infra Red (IR) sensor provides imagery during various environmental conditions, day and night, to include some battlefield obscurants. This purchase will be made on an Other Than Full and Open Competition basis as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Raytheon is the Original Equipment Manufacturer of the CSP. The Government does not possess a full technical data package that would allow full and open competition for the development, production, and/or sustainment of CSP systems. The Government does not intend to use Part 12 for this acquisition. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 24 July 2013 at 4:00 P.M. Eastern Daylight Time. The anticipated solicitation release date is 25 July 2013, and the anticipated award date is 1QFY14.
