- The Naval Special Warfare Command, Contracting Department, Virginia Beach VA, 23459-3324 intends to award a Firm Fixed Price Contract under full and open competition for Brand Name or Equal Salomon Quest 4D GTX Hiking Boots, in various sizes, based on the below minimum specifications: Gender - Men's Sizes - 8 (20 EA), 8.5 (25 EA), 9 (53 EA), 9.5 (75 EA), 10 (75 EA), 10.5 (100 EA), 11 (100 EA) 11.5 (120 EA), 12 (120 EA), 12.5 (100 EA), 13 (100 EA), 13.5 (30 EA), 14 (10 EA), 14.5 (5 EA), 15 (5 EA), Intermediate cold weather (20-40 degrees) hybrid hiking/sport boot, Non-leather material, Footwear height - Over the ankle, Footwear closure - Lace-up, Waterproof, Footwear weight (aveage) - 2 lbs. 13 oz., Abrasion resistant materials allowing for breathability and comfort, Rubber toe cap and heal sling, Seam-sealed Gore-Tex membranes, Removable Ortholite footbeds, Dual-density EVA midsoles, Neutral in color; Grey or brown (Other neutral colors must be vetted by the end user). The boot requirement will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. Delivery is FOB Destination to the Naval Special Warfare Command, Group -2, 1300 Helicopter Rd, Virginia Beach, VA 23459. The applicable North American Industry Classification System Code is 316210. A complete Request for Proposal package will be available for downloading at the FBO website: http://www.fedbizopps.gov on or about 10 July 2013. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States.
