- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W91CRB-13-T-COMM and is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-68. This acquisition is set aside for veteran-owned small businesses in accordance with FAR 19.202-2. The NAICS code applicable to this acquisition is 423430. The U.S. Army Contracting Center - Aberdeen Proving Ground (ACC-APG) in support of the Asymmetric Warfare Group has a requirement for the following commercial items. The resultant order will be firm fixed price. The requirement consists of the following: ITEM 1: Premium level service support for the AWG's CommVault Systems (CommCell IDs: F6B30, F6B31). ITEM 2: Option Year 1 Premium level service support for the AWG's CommVault Systems (CommCell IDs: F6B30, F6B31). ITEM 3: Option Year 2 Premium level service support for the AWG's CommVault Systems (CommCell IDs: F6B30, F6B31). Description of the Requirement: The service plans will include the following deliverables or a minimum thereof: E-Support via Maintenance Advantage self-help website Email notification of critical software updates, enhancements and release Web e-Support features like Incident Management, Knowledge Database, and CommVault Books Online Web-based support technology Period of Performance: ITEM 1: 25 September 2013 - 24 September 2014 ITEM 2: 25 September 2014 - 24 September 2015 (OPTION) ITEM 3: 25 September 2015 - 24 September 2014 (OPTION) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation - Commercial items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price Technical Capability of the item offered to meet the Government requirement. Award shall be made to the lowest priced, technically acceptable offeror. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Coniditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; to include the following FAR clauses: 52.204-10, 52.209-6, 52.219-13, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-1, 52.232-33, 52.239-1, 52.222-17, 52.222-43, 52.222-44. The following DFARS regulations apply to this acquisition: 252.225-7001, 252.204-7003, 252.204-7004 Alt. A, 252.232-7010. Offers are due NO LATER THAN 16 July 2013, 11:00 AM, EST electronically to Kris Morrow (Kristina.k.morrow.civ@mail.mil).
