This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified small business sources and their size classification (relative to NACIS 517110 (size standard of 1,500 employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement if published. Purpose: Cable/Satellite Television Service provider to install and successfully test, Cable/Satellite system throughout the medical facility. Provide commercial television programming. 2. Background: Sheridan VAMC has been the recipient of free basic cable T.V. access provided by Bresnan Cable Service, and since the company was purchased by Optimum Cable Service, the courtesy service will be terminated 1 May 2013. Sheridan VAMC has many residential programs and operates a nursing home where many of the veterans heavily rely on television for both entertainment and keeping abreast of current events. 3. Pre-existing equipment: On-site coax video signal distribution network is in place. This includes amplifiers/preamplifiers, splitters, and low voltage interface equipment (Mountain View Living Center) for conversion to 12V. Recreation Services, at this time, pays for all cable based internet access and is not a consideration for this Statement of Work. 4. Building 87 Integration: Estimated opening date for Building 87 is May 31st, 2014. This is a residential treatment facility with 5 common areas designated for commercial television (mix of dayrooms and lounges). Video coax distribution will be installed prior to completion of this building and this Statement of Work calls for the end user equipment (head/end unit) purchase to be activated on or after the building completion date. 5. Site Plan Defined (TV): See attached Sheridan VAMC Site Plan for the following facility characteristics: A) Building 5 - one television for FMS conference center & alternate EOC (1) B) Building 64 - two designated day rooms and one women's lounge. (3) C) Building 6 - two designated day rooms (2) D) Building 61 - one television and one DLP (2) E) Building 7 - LC 200 and LC 201 (Emergency Communications Centers) (2) F) Building 8 - two day rooms and one patient waiting area (3) G) Building 86 - five day rooms, one television for VCS store demonstration, and one termination to the low voltage video distribution (LVVD) terminal. (7) The LVVD supplies 50 PDi-10 televisions. H) Building 9 - one television in the Director's office and one in the BIOMED/Electronics shop. (2) I) Building 71 - four patient waiting areas, one day room, one lounge, and a twenty-four bed medical unit with corresponding television units. (30) J) Total terminations - 50 (+5 for Bldg 87) 6. Additional requirements: Cable/satellite service to be of a basic package with no premium services (HBO, Movie Channel, etc.) or pornography dedicated access, and must include the following: 1) The Weather Channel 2) PBS 3) One or more local broadcast channels (may be regional) for emergency broadcast purposes. The video resolution is to be consistent with coax distribution (no coverage for HDMI). Each television supplied by the cable/satellite service will uniformly have access to the same programming. Contractor/Vendor will provide all head end equipment, any additional cabling as necessary to ensure full coverage, ensure proper grounding of all installed equipment, any additional amplifiers/preamplifiers due to length of coax runs, any antennas if necessary, all mounting hardware, proper firewall and floor/sub-floor penetration procedures (per NFPA), and initial start-up programming of equipment, alignments of antennas, and briefing of designated Sheridan VAMC staff for on-site troubleshooting problems.
