Description
The Department of Veterans Affairs, NCO 23 intends to solicit proposals from community organizations in the Minneapolis/St. Paul, Minnesota metro area to provide a 24-hour staffed transitional residence for exclusive use by Veterans as part of its Healthcare for Homeless Veterans (HCHV) program. The VA anticipates issuing a solicitation for this requirement on or about July 16, 2013 with a closing date for proposals on or about August 6, 2013. The solicitation will be available for download from http://www.fbo.gov. Interested community organizations will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information about the requirements and the proposal submission process. A Safe Haven is a form of supportive housing that serves hard-to-reach homeless persons with severe mental illnesses and/or substance use disorders who are on the streets and have been unable or unwilling to participate in more traditional supportive services. The purpose of the solicitation will be to obtain proposals from community organizations who are able to provide care, treatment and rehabilitative services to both male and female Veterans who are chronically homeless with serious mental illness and substance use problems in strict accordance with the requirements specified in the solicitation. The government will use a best value source selection method under Part 13 and Part 15 of the Federal Acquisition Regulation (FAR) and anticipates making a single, firm fixed price, indefinite delivery, indefinite quantity (IDIQ) award to the proposal that offers the lowest price technically acceptable. NAICS Code is 624221. The solicitation will be issued unrestricted to maximize full and open competition. All responsible sources may submit proposals which shall be considered by the Agency. To be eligible for award, organizations must be registered in the System for Award Management (SAM) data base at www.sam.gov. Registration is free and potential offerors are encouraged to register as soon as possible to avoid delays should they be selected for a contract award. Questions concerning this announcement should be directed to the Contracting Officer using the e-mail link provided in this announcement.
