Description
This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The Commercial Service (CS) is a unit within the International Trade Administration (ITA), US Department of Commerce (USDOC) which provides a broad array of counseling services and export assistance programs designed to help U.S. business expand export sales to existing markets or penetrate new markets. The Commercial Service is looking for contractor support to carry out its Rural Export Initiative (REI) in the State of Alaska. The REI was created to empower rural companies to begin, increase, and/or expand exports and to engage communities to increase the number of rural companies engaged in exporting. The objective of this contract is to provide a one stop shop for export development and assistance to rural U.S. companies in Alaska. The contractor shall educate about exporting; assist companies to increase and expand their export sales and markets through counseling, developing and providing information and analyses on markets abroad, locating international contacts, promoting CS products and services designed to help U.S. business penetrate new markets and/or expand export sales to existing markets and offering advocacy services to U.S. businesses located in the State of Alaska by accomplishing the following tasks: 1. Organize and / or host at least four Trade Education Events, in major Alaskan cities, focusing on country markets, top prospect export sectors and/or tradecraft 2. Organize at least one major Trade Mission involving at least six business firms to major market(s) 3. Manage monthly meetings of the Export Council of Alaska 4. Prepare business itineraries for and host at least two visiting US Government International Trade officials 5. Prepare business itineraries for and host at least two visiting foreign government and business delegations 6. Provide expert counseling to at least five Alaskan businesses monthly in matters of international market development. The USDOC is requesting that interested contractors provide a brief capability/information statement demonstrating their ability to provide this service and provide the following information: The statement of capabilities should include: 1. Firm name, address, e-mail, telephone and fax numbers 2. Small business certification - 8(a), HubZone, Service Disabled Veteran or Women-owned. 3. Applicable contract vehicles (i.e. DOC, GSA, NASA SEWP) available for Government-wide use. 4. Past Experience - describe your experience of similar type, size and complexity to that which is the subject of this Sources Sought. 5. Provide a listing of three (3) most recent projects your firm has performed. 6. Your firms Data Universal Numbering System (DUNS) 7. System for Award Management (SAM) registered NAICS Codes. The period of performance would be one (1) twelve (12) month base period and three (3) twelve (12) month option years. The place of performance is Anchorage, Alaska. Interested parties should submit their responses in either a.doc or.pdf compatible format via email. Submissions should be no more than five (5) pages plus cover sheet. The DOC does not intend to respond to questions concerning this requirement at this time. Responses should be submitted to Monica.Brown@trade.gov.
