- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. The Request for Quote number is RFQ0736137172A and is being conducted as a 100% small business set aside. The NAICS Code for this requirement is 423990 - Other Miscellaneous Durable Goods Merchant Wholesalers; the size standard is 750 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-58. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. The Federal Bureau of Investigation requires the following items Brand Name only: Line 001, Zumro 7640 Custom Air Shelter Model 100, Tan, 4, EA; Line 002, Zumro 5239 LED Lighting System (pre installed), 4, EA; Line 003, Zumro 9906 Tent Heater System (LP) w/Duct Canister), 4, EA; Technical Requirements: • Must be compatible to the Zumro systems in current inventory; • Must be a collapsible system that is contained within a 40" x48" x54" pallet; • Must have a removable flooring system for ease of decontamination and cleaning of tent system; • Must contain a LED Lighting and Liquid Petroleum Gas (LP) heating system to provide for extended operations in all environmental conditions; Brand Name Justification: The FBI is responsible for developing and maintaining the FBI's capabilities for field decontamination and rehabilitation of personnel and evidence in criminal or terrorism cases involving hazardous materials or other high-hazard crimes, crime scenes both domestic and international. The FBI has a large inventory of Zumro Custom Air Shelters that are pre-staged to deploy in emergency situations at a moment's noticed. The deployment package contains several Zumro air shelters that must have interchangeable parts in case of failure of one of the shelters. These custom air shelters made by Zumro and been tested and meets all the requirements of the FBI. Any other brand other than Zumro would require extensive testing and validation which could delay the primary mission of the FBI. The FBI is also responsible for safety operations at National Security Special Events and must ensure the safety of the FBI and other personnel. FOB Destination: FBI ORC, 1000 Falls Run Drive, Fredericksburg, VA 22406. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. Addendum to 52.212-1, Modify (b) Submission of Offers to read as follows: Quotes shall be submitted by email to Mr. Jerry Varnell, Contract Specialist, Jerry.Varnell@ic.fbi.gov ; no later than Friday, July 12, 2013, 11:30 am Eastern Standard Time (EST). Quotes shall be clearly marked RFQ0736137172A. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered by the agency. Telephone request will not be considered. All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. In addition, the FBI will be using a new financial system on 10/01/2013 that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information on 10/01/2013. Please ensure that your company's SAM information updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
