INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis without providing for full and open competition to RuRo Inc. 321 Ballenger Center Drive, Suite 102, Frederick, Maryland 21703 to procure Sciency, Sync and User Seats Licenses for Undiagnosed Disease Program (UDP). Procurement: 1. UDP Sciency Collaborator License, 1 Perpetual License, Quantity One (1). 2. UDP Sciency Collaborator Sync Service, Quantity: One (1). 3. UDP Sciency User Seats (Bulk Collaborator), Quantity: Two Hundred and Fifty (250). Background: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), National Institutes of Health Undiagnosed Disease Program (UDP) is a trans-National Institute of Health (NIH) initiative that focuses on the most puzzling medical cases referred to the NIH Clinical Center in Bethesda, MD. This was organized by the National Human Genome Research Institute (NHGRI), the NIH Office of Rare Diseases Research (ORDR) and the NIH Clinical Center. Many medical specialties from other NIH research centers and institutes contribute the expertise needed to conduct the program, including endocrinology, immunology, oncology, dermatology, dentistry, cardiology and genetics, among the dozens of participating senior attending physicians. A longstanding medical condition that eludes diagnosis by a referring physician can be considered undiagnosed and may be of interest to this clinical research program. Purpose and Objective: Ruro, Inc. will provide the Undiagnosed Diseases Program with a Sciency collaborator license, sync service and additional user seats to allow collaborators to view scientific data and input the collaboration data into the laboratory notebook. These collaborator licenses and seats will allow the UDP laboratory and clinical personnel to work collaboratively and efficiently with collaborator sites by showing real time data as experiments are being performed. This data will also be a part of the LIMs 24/7 which is being further developed in the UDP laboratory. Anticipated Period of Performance: Twelve (12) months from the date of award. Justification: The multi-user nature of NIH's UDP Translational Laboratory, along with its dynamic process structures, engenders a deep set of requirements for any candidate data and project management system. The UDP has currently administered collaborator contracts to assist in the experimental pedigree of the projects derived from UDP patients. The addition of the Sciency collaborator license, sync service and additional Sciency user seats to the current laboratory notebook system, will allow for a real-time repository to effectively communicate results to the UDP staff. Additionally, this will function as a point of collaboration between the institutions as all experimental results are disseminated through this laboratory notebook to necessary participants in research on UDP patients. This data will also be attached to the enterprise-grade LIMS 24/7 platform, which is a web-based system that encompasses project, task and asset management; user role configurability; user-tailored reporting; extensive audit functionality and information security. LIMS 24/7 is designed to be the meeting place of laboratory software tools, laboratory hardware, and staff users, allowing previously impossible levels of secure data access, communication and process efficiency. In order to completely encompass the scope of the Undiagnosed Diseases Program, collaborator access to Sciency with sync service capability must be added to the configuration that Ruro Inc. is designing for the UDP laboratory. Regulatory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 541511, Custom Computer Programming Services and the Small Business Size Standard is $25.5M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-68 (June 26, 2013). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by July 15, 2013 and must reference synopsis number HHS-NIH- NHLBI-CSB-(HG)-2013-206-DLM, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
