Department of Veterans Affairs Veterans Health Administration Office of Informatics and Analytics July 8, 2013 VA701-13-I-0263 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE OHT ANNUAL GROUP MEMBERSHIP RENEWAL The Program Contracting Activity Central (PCAC) Office of Informatics and Analytics intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), "Only one responsible source and no other supplies or services will satisfy agency requirements." The VA intends to solicit and negotiate with Open Health Tools, Inc, 188 Cherokee Road, Asheville, NC 28804-3801 for annual membership fees October 1, 2013 to September 30, 2014. This notice of intent to sole source is not a request for competitive quotes. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
