Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government intends to procure Hydraulic In-Line Test Kits (HILT) on a 100% small business set aside In Accordance With (IAW) FAR 6.203 and FAR Subpart 19.501, by awarding to the contractor(s) whose offer(s) present the best value to the Government considering price and past performance related factors. All responsible sources may submit an offer that will be considered. The Hydraulic In-Line Test Kit (HILT) is to be produced in accordance with the Statement of Work (SOW), Drawings, and Contract Data Requirements List (CDRLs DD1423) attached to solicitation number N00164-13-R-JS19. The Hydraulic In-Line Test Kits (HILT) include fittings, hoses and gauges packaged in an organized box that allows the operator to quickly attach test equipment to field assets for diagnostics and repairs. The Government intends to award a Firm-Fixed Priced (FFP) five year Indefinite Delivery/ Indefinite Quantity IDIQ contract with a minimum contract quantity of 20 each Hydraulic In-Line Test Kits (HILT) and a maximum contract quantity of 300 each Hydraulic In-Line Test Kits (HILT). Delivery terms are 180 days after effective date of order with F.O.B at destination. Inspection and acceptance will be at destination. This is a full and open competition acquisition and all responsible sources may submit an offer that will be considered. The final contract award decision may be based upon a combination of past performance and price evaluation factors. This acquisition is being procured under North American Industry Classification System code (NAICS) 332912 - Fluid Power and Hose Fitting Manufacturing. The Government intends to make a single award to the responsible contractor whose offer is the best value to the Government in accordance with the advertised evaluation criteria. Offers that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. The items being purchased will be manufactured and packaged in accordance with the Statement of Work (SOW) and associated drawings. The SOW and drawings have been posted to FedBizOpps along with this Synopsis. Contractors submitting proposals to the solicitation must be properly registered in the Government(s) Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in accordance with FAR 4.11 in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOpps and NECO websites. It is the responsibility of interested vendors to monitor the FedBizOpps and/or NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. This will be a Commercial acquisition in accordance with FAR Part 12. The solicitation will be available on or about 07/30/2013 at the following address: www.fbo.gov.
