Description
This posting serves as the official Request for Proposal (RFP) in support of the Technical Information Engineering Services (TIES) requirement and takes precedence over information in previous postings and all draft documents. The TIES synopsis was posted on 12 June 2013 in accordance with the established guidance set forth in FAR part 5.2. The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) has proposed a requirement for a three (3) year Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ) contract in support of the Technical Information Engineering Services (TIES). The TIES program supports the U.S Army Research, Development, and Engineering Command (RDECOM), Communications-Electronics Research, Development, and Engineering Center (CERDEC), Intelligence and Information Warfare Directorate (I2WD). The support services to be acquired include technical, engineering, program management, prototype development, and fabrication and operations expertise in support of intelligence, electronic warfare and information system development. The contract will call for non-personal services encompassing all elements of the acquisition cycle. Support areas include mission analysis, concept exploration, prototype development, equipment integration, technology demonstration/validation, full-scale engineering development, test and evaluation, fabrication/prototyping, and fielding. The primary Place of Performance is Aberdeen Proving Ground (APG), MD. The associated NAICS code for this effort is 541712. The total minimum award for the basic IDIQ contract award is $2,500 and will be provided prior to contract expiration. The total of all Task Orders issued to the multiple award contract holders collectively under the TIES MA IDIQ contract(s) shall not exceed the maximum ceiling amount of $994 Million. The TIES acquisition will be conducted on the basis of a partial set aside in accordance with FAR 19.502-3 and will consist of two (2) suites of contract awards. One suite will be a Non-Set-Aside (Unrestricted) Suite and the other will be a partial Small Business Set-Aside (SBSA) (Restricted) Suite. As noted in FAR 10.002 (d) (2), the Government's need for this requirement cannot be met by the use of commercial items or services; therefore, the Government does not intend to use FAR Part 12 procedures for this acquisition. THIS POSTING CONSTITUTES THE OFFICIAL REQUEST FOR PROPOSAL. Industry Questions will be accepted for ten (10) business days following this posting. Questions in regards to this posting must be submitted by Noon (12pm) Eastern Standard Time on 17 July 2013. The Government shall review and consolidate submitted industry questions, and appropriate responses will be posted as a separate document. Any revisions to the RFP as a result of industry questions shall be provided as an amendment to this posting. The Unclassified Sample Tasks are being released with this OFFICIAL TIES RFP. Offerors must contact the Security Officer, Margie Blask at (443) 861-0942, to schedule a pick up time for the Classified Sample Task (Attachment 0002). The Classified Sample Task may also be obtained via SIPRNET upon request only. Specific questions regarding the contents of the Classified Sample Task shall be submitted to the Security Officer, Margie Blask, via courier or SIPRNET email TO: margaret.blask@us.army.smil.mil and CC: kenneth.chaney@mi.army.smil.mil. Proposals shall be due no later than Noon (12pm) Eastern Standard Time (EST) on 16 August 2013. All additional content is unchanged. The 03 July 2013 version of the Solicitation shall serve as the official TIES RFP.
