- This is a presolicitation notice of the US Coast Guard's intent to issue a commercial item solicitation using simplified acquisition procedures for the purchase of two (2) 1500 Watt, propane fueled Solid Oxide Fuel Cells (SOFC). The SOFCs are going to be installed at Coast Guard remote communications sites in a cold weather/arctic environment. The solicitation will be issued as a "brand name or equal" in accordance with FAR 52.211-6 Brand Name or Equal (AUG 1999). The anticipated brand name product to be referenced is the Acumentrics Model RP1500. Salient characteristics will be listed in the solicitation. The resulting award will require delivery of the SOFCs to Douglas, AK; set up, startup and optimization of both SOFCs at a Coast Guard facility in Douglas, AK; and training for Coast Guard personnel on setup and operation of the SOFCs. Performance will NOT require transportation or installation of the SOFCs to remote sites. The anticipated release date of the solicitation is no later than Monday, July 15, 2013 with a required response date of July 26, 2013.
