- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. This is a combined synopsis and solicitation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-13-Q-2428. NUWC Division Newport intends to purchase the following service: Inspection and analysis of DT-705 sensor assemblies IAW attached Statement of Work for upgrading them from DT-705 sensor assemblies to DT-705A sensor assemblies (qty. 30) to supply new construction VA (SSN 774) platforms with DT-705A sensor assemblies and to replace failed sensor assemblies for all in-service (SSN 774, SSN 688, SSN 751, SSN 21, SSGN 726) platforms. Until this inspection/analysis has been completed it is unknown what upgrades/repairs will be required to bring the DT-705s to a DT-705A. A subsequent purchase order will be solicited at a later date to upgrade DT-705 sensor assemblies to DT-705As. This requirement is only for the initial inspection and analysis of the DT-705s. Test and Inspection Report are required and shall not be separately priced. It is intended to place a purchase order/contract with Teledyne RD Instruments. They are the only known source for these items because they own the rights to the DT-705 proprietary components; therefore, they are the only source capable of inspection and analysis of the DT-705 for subsequent upgrade to a DT-705A. All other timely offers will be considered. Offers for other products must contain complete product information and prices. This requirement is unrestricted. NAICS Code is 811219 and size standard is $19M. Evaluation factors are technical capability, price and past performance. Each is equally important. Offers should include price and delivery terms and the following additional information: Technical capability/approach, past performance, and Cage Code. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. Required Period of Performance is 2 months after award, F.O.B. Destination Naval Station Newport; Newport, RI. Offers must be received by 2:00 p.m. Eastern Time on 7/25/13.
