Description
Synopsis: This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. The information received in response to this notice will assist the Government in planning and determining the appropriate acquisition strategy for a potential Solicitation forthcoming. This is strictly market research and the Government will not entertain questions concerning this market research. All firms responding to this Sources Sought notice are advised that their response to this notice is not a request that will be considered for contract award The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the below for the Government: Provide contractor support to evaluate the FY11 and FY12 innovative workforce development projects. This evaluation will gauge the effectiveness of the projects and help justify the Federal investment ($3 million in FY11 and $7 million in FY12). It will also be used to determine whether the projects have met their goals of improving the skills of the transit workforce, creating employment opportunities, and attracting new entrants into the transit industry. FTA funded 12 projects in FY11 and 17 projects in FY12, some or all of which could be evaluated. The contractor shall provide all necessary personnel, administrative, financial and managerial resources needed for the support of this contract in accordance with the tasks set forth below: TASK 1: Preliminary Review. The contractor will review all workforce development projects funded by FTA in FY 11 and FY 12 to determine the goals of the project, the measures put in place to achieve these goals, and their potential impact on local or national transit workforce development needs. The review may include site visits and/or interviews with project sponsors and participants. TASK 2: Evaluation. The contractor will evaluate all workforce development projects funded by FTA in FY 11 and FY 12. The contractor's evaluation will be based on the following criteria: The number of individuals affected by the project. "Affected individuals" will be defined in terms that make sense for the project in question. For example, common outcomes may include: Number of eligible individuals entered into program Number of successful completers (completed training program, achieved applicable credential, etc.) Number of placed new workers and/or advanced incumbent workers Number of retained workers after 90 days The costs of the project and the share of federal investment: this will help determine the level of local support and long-term sustainability of the project. At least one measure of quality; Quantitative metrics are preferred, but qualitative metrics will be considered provided they are based on the experiences of those affected by the program (as opposed to the self-assessment of the applicant or partner agencies). Metrics could include, but are not limited to, survey results; exit interviews; longitudinal tracking of staff (during the period of performance only). TASK 3: Report. The contractor will issue a final report that evaluates all of the projects funded by FTA in FY 11 and FY 12, using the above criteria. The report will also include an assessment of whether the project met its stated goals and what impact, if any, the project has had on the workforce development needs it was designed to address. The NAICS Code for this requirement is 541611. Period of Performance shall consist of 12 months from the date of award. The Government is seeking short statements and information regarding a company's ability to demonstrate existing-or-developed expertise, past performance, and experience in relation to the areas specified in the attached Statement of Work document. Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a Capabilities Statement via e-mail. The capability Statements shall not exceed two (2) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and ); 4) GSA Schedule and Special Item Number; and 5) brief technical synopsis regarding experience and capabilities to perform this requirement. *NOTE: The US Small Business Administration defines a "small business" in terms of the number of employees over the past year, or average annual receipts over the past three years. Responses are due no later than Friday, 19 July 2013, 4:00 PM EST, and shall be electronically submitted to Naheed. Nasrin@dot.gov. As previously stated, all responses will be used to determine the appropriate acquisition strategy for a potential future Solicitation. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information as response to this Sources Sought notice or any follow-up information requests.
