- Revision 1 Combined Synopsis/Solicitation FA8121-13-R-0030 Request for Proposal (RFP) FA8121-13-R-0030 PR: FD2030-10-26967 Combined Synopsis/Solicitation (IAW FAR 12.603) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SUBJECT: F100-PW-229 augmentor fuel control and augmentor fuel pump SOLICITATION ISSUE DATE: 09 Jul 2013 RESPONSE DATE: 08 Aug 2013 TYPE OF ACQUISITON: Overhaul, a Firm Fixed Price (FFP) Requirements type contract. AMC: 3/B CLASSIFICATION CODE: 29 NAICS: 336412 APPLICATION: F100-220/220E/229 Engine NSN: 2915-01-309-7888NZ and 2915-01-310-2141NZ SOURCES: Current qualified source is Hamilton Sundstrand, Cage 73030 QUALIFICATION REQUIREMENTS: Sources must be qualified prior to being considered for award. To be eligible for contract award, the offeror must be an approved source IAW FAR 52.209-1, Qualification Requirements. The Government is not required to delay contract award to review pending Source Approval Requests (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed as a possible source for future awards. UID: If unit price exceeds $5,000.00 then UID requirements will apply. OMBUDSMAN NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at (405) 736-3273. CLAUSES: This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53, and clauses that are in effect in the Federal Acquisition Regulations and supplements on the date the solicitation is issued. Provisions at FAR 52.212-1, Instruction to Offerors-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders- Commercial Items; apply to this acquisition. PROPOSAL SUBMISSION INFORMATION: The proposal in response to this RFP must be submitted to the Contracting Specialist on or before 3:00PM Central Standard Time, 08 Aug 2013. The offeror should hold offered prices firm for 120 days. Contractor is required to sign this document and return 1 copy to issuing office. Contractor agrees to furnish and deliver all items set forth or otherwise identified above and on any additional sheets subject to the terms and conditions specified herein.
