Description
This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Maine Army National Guard intent to issue, on a sole-source basis, firm fixed price purchase order to the Midway Trailers, Inc for one aluminum enclosed command/communication trailer to be used for emergency responses. The intent is to conform to other command/communication trailers currently in the CERFP program which are located throughout the country in order to maintain uniformity of design, color and function. Under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1, the Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy the agency requirement. This requirement is being sought for the New England Enhanced Response Force Packages (CERFP) teams, located in the Bangor, Maine area. The CERFP teams are a key element of the DoD's overall program to provide military support to civil authorities in the event of an intentional or accidental incident involving CERFP in the United States. Within the national response continuum; CERFP teams are designed to fill the 6 to 72 hour gap in our nation's ability to provide mass casualty patient decontamination, medical triage, and treatment and the extraction of injured or deceased from a contained environment. The CERFP program will continue to be the lead in providing a life saving capability for DoD's response to an incident. The trailer must meet the following: •a. Trailer must also have 2 rear caster wheels, located underneath the rear of the trailer for low clearance situations. •cc. Delivery Included in total cost. Delivery to Bangor, ME 28 Hayes St, 04401. This requirement is utilizing procedures in FAR Part 12 in conjunction with procedures in FAR Part 13. A determination by this Agency not to complete this proposed requirement based upon responses to this notice is solely within the discretion of this Agency. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this notice. Written responses to this notice shall be contained sufficient documentation to establish a bona fide capability to fulfill this requirement. Responses shall be submitted by 11:00pm EST on Tuesday, 16 July 2013. If this agency does not receive an acceptable response to this announcement by the due date accordance with FAR 13.106-1(b)(1) negotiations will be conducted with the Midway Trailers Inc as the only source and a purchase order will be issued without any additional notices being posted.
