- Attachment B Attachment A RFP Information DLA Energy has an estimated quantity over a 3 year period of 1,000,000 gallons (USG) for Hydrocarbon Biofuel and Petroleum Diesel Fuel Blend, NSN: N/A 9140-01-524-5174. Delivery is TANK WAGON (TW), W/A 4" ADAPTER & SPRING LOAD DISCONNECT FOR USE ON KAM-LOC COUPLER INTO 1/7,500 GALLON TANK AT BLDG 111 16/6,000 GALLON TANKS AT BLDGS: 101, 102, 103,104, 105, 108, 109, 110, 113, 209, 210, 211, 212, 304, 403, & 405 13/5,000 GALLON TANKS AT BLDGS: 3, 4, 5, 10, 11, 12, 201, 202, 203, 204, 207, 213, & 509. DELIVERY HOURS: 0730 - 1600 MONDAY THRU FRIDAY. NOTE: DIESEL FUEL, ULTRA-LOW SULFUR, SEASONALLY-ADJUSTED CLIMATE OPERABILITY; LOW TEMPERATURE OPERABILITY. For fuel supplied during the months of October through March, the low temperature performance of diesel fuel shall be defined by the following property: CLOUD POINT. Unless a more restrictive cloud point limit is specified in the contract schedule, the cloud point shall be equal to or lower than the tenth percentile minimum ambient temperature specified in Appendix X5 of ASTM D 975. TRUCKS ARE REQUIRED TO USE MAIN GATE, ACCESS FROM CARLISLE PIKE, RT. 11. DRIVERS WILL BE PROVIDED WITH CONTRACTOR'S GATE PASS. WITH MULTIPLE DROPS. The product shall conform to the requirements of ASTM D975, Grade Number 1-D S15 (ULSD). The biofuel portion of the blend shall make up 10% of the total fuel volume for each delivery. The biofuel portion of the blend shall be a biofuel hydrocarbon blend-stock and its elemental composition shall be composed primarily of carbon and hydrogen. The biofuel blend-stock shall NOT be composed of oxygenated materials including alcohols, esters, ethers and triglycerides. This will be an unrestricted solicitation. Potential offerors must be registered in www.sam.gov.
