- The U.S. Fish and Wildlife Service, Region 3, Bloomington, MN intends to award a sole source firm fixed price purchase order under authority of FAR 6.302-1, Other than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition procedures to Jennifer Herner-Thogmartin, Onalaska, WI. This requirement is for the continued support of statistical analyses and manuscript preparation for field and laboratory work which consists of bird banding, blood collection and plasma analysis. Ms. Herner-Thogmartin has familiarity with the work and databases associated with the projects associated under this initiative. She has a track record of publications in the field of wildlife biology and plant ecology as well as experience working within the guidelines of the Services draft Inventory and Monitoring Policy. The protocols developed must adhere to this policy. Ms. Herner-Thogmartin experience and familiarity with the existing projects will maintain continuity of services. The North American Industry Classification (NAICS) Code is 541620. The size standard is $14.0 Million. This notice is not a request for competitive proposals; however firms with expressed interest and capability are encouraged to respond. This notice is for informational purposes only. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
