- Naval Medical Logistics Command intends to issue a sole source contract to Dr. Natalie Lozano for Pediatric Physician Post Graduate Year 3 (PGY-3) Resident services in accordance with Federal Acquisition Regulation 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.” The Naval Medical Center San Diego, CA (NMCSD) has a requirement for Pediatric Physician PGY-3 Resident services for approximately 11 months beginning 5 August 2013. Dr. Lozano is determined to be the only responsible source capable of providing the required Pediatric Physician PGY-3 Resident services at NMCSD based on her current enrollment in the residency training program at NMCSD and her intimate knowledge and familiarity with military pediatrics, the facility, and various equipment and systems such as Essentrics Inpatient System, Armed Forces Health Longitudinal Technology Application, Composite Health Care System medical informatics system and the Exceptional Family Member Program. This is not a request for quotations or proposals and no solicitation document exists for this requirement. Parties interested in responding to this notice shall submit information sufficient to demonstrate capability of providing the required services. A determination by the Government whether or not to compete this procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable individual to provide Pediatric Physician PGY-3 Resident services at NMCSD for 11 months of service beginning 5 August 2013 is Dr. Natalie Lozano. Capability statements (using PDF, MS Word, MS Excel) shall be submitted to Carrie Hickman at carrie.hickman@med.navy.mil. Statements are due no later than 3:30 PM Eastern Time on 15 July 2013.
