Description
SOURCES SOUGHT SYNOPSIS for a Combined Services Contract to include Gate Attendant, Cleaning & Solid Waste Removal and Mowing & Trimming Services for parks/areas under the jurisdiction of the Pine Bluff, AR Project Office This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. Also respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Little Rock District has been tasked to solicit for and award a project / procurement for Combined Services at the Pine Bluff, AR Project Office. Proposed project will be a competitive, Firm Fixed Price contract. The type of solicitation to be issued will be an Invitation for Bid. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Small Disadvantage Business, and Veteran Owned. The Government must ensure there is adequate competition among the potential pool of responsible firms. Small business, Section 8(a), HUBZone and SDVOSB businesses are highly encouraged to participate. The Government is seeking qualified, experienced sources for services for performing mowing & trimming, cleaning & solid waste removal and gate attendant services, procured in accordance with Federal Acquisition Regulation (FAR) Part 37. Description/Scope of Work: To provide Gate Attendant Services, Cleanup and Solid Waste Removal Services and Mowing and Trimming Services in parks and facilities located in the Pine Bluff Project Office area. Tar Camp Park requires Gate Attendant Services which will provide visitor assistance to users by checking in campers, making reservation, providing information, cleaning facilities as needed and providing surveillance. Facilities requiring Cleanup and Solid Waste Disposal Services and Mowing and Trimming Services are Tar Camp Park and Dam Site 5 Park. These services shall require work to include but not be limited to inspection, policing of grounds, mowing and trimming, cleanup and solid waste removal and Gate Attendant Services. The Contractor shall furnish all necessary management, supervision, inspection, personnel, materials, supplies, parts, tools, equipment, transportation, and vehicles, except as otherwise provided for herein, necessary to assure that all services are performed in accordance with the contract specifications, maps, drawings, attachments, appendices, exhibits, applicable laws, regulations, codes and directives. The Period of Performance is as follows: Base Year - Summer - Service to be performed 6 days per week (September 1, 2013 or date of award whichever is later through October 31, 2013) & (March 1, 2014 - August 31, 2014) Winter - Service to be performed 4 days a week (November 1, 2013 - February 28, 2014) Option Year I - Summer - Service to be performed 6 days per week (September 1, 2014 through October 31, 2014) & (March 1, 2015 - August 31, 2015) Winter - Service to be performed 4 days a week (November 1, 2014 - February 28, 2015) Option Year II - Summer - Service to be performed 6 days per week (September 1, 2015 through October 31, 2015) & (March 1, 2016 - August 31, 2016) Winter - Service to be performed 4 days a week (November 1, 2015 - February 29, 2016) NAICS Code - 561210 SB Size Standard - $35.5 Million FSC Code - S216 For small business or 8(a) set-asides: Under FAR 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 50%of the cost of contract performance incurred for personnel shall be expended for employees of the concern for service-type procurement. Prior Government contract work is not required for submitting a response under this sources sought synopsis. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Specify which service(s), if not all, the Firm can provide. 3. Firm's interest in bidding on the solicitation when it is issued. 4. Experience: Contractor must provide a brief description of similar servicing, customer name, timeliness of the performance, and customer satisfaction and dollar value of the project. Minimum of 3 but no more than 5 similar jobs. 5. Firm's small business category and Business Size (Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service- Disabled Veteran-Owned Small Business (SDVOSB). 6. Firm's Joint Venture information if applicable - existing Interested Firm's shall respond to this Sources Sought Synopsis no later than 1:00 pm CST on July 22, 2013.
