- The Government intends to enter into a firm-fixed-price contract with EID PASSPORT, INC., 5800 NW Pinefarm Pl, Hillsboro, OR 97124-8563. The Mission and Installation Contracting Command (MICC), Fort Campbell, KY, has a requirement for RapidGate RCx subscription including eleven (11) handheld devices compatible with existing RapidGate system. The requirement is for a Base Year and two (2) Option Years. (See (1) attachment - Sole Source J&A) The procurement will be conducted on a sole source basis in accordance with the statutory Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level or quality required because the supplies or services are unique or highly specialized. NAICS code for this procurement is 511210 and the small business size standard is $35,500,000.00. This sole source requirement will be procured under Simplified Acquisition Procedures using Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with EID PASSPORT, INC. Responses are due by 15 July 2013, 10:00 AM (CST).
