- This a Request for Proposal (RFP)/Solicitation to provide Healthcare Housekeeping Services in all direct-and non-direct patient care and healthcare-related settings in multiple Medical Treatment Facilities (MTFs) located on West Point, NY to include Keller Army Community Hospital (KACH) MTF and multiple MTFs in the health service area of KACH, West Point, NY. Healthcare housekeeping services may be required in any area under the jurisdiction of the KACH MTF commander. The North American Industry Classification System (NAICS) Code for this solicitation is 561720. This solicitation will be awarded using Lowest Price Technically Acceptable evaluation criteria (to view solicitation, click on link within this announcement) This requirement will be a competitive, 8(a) set-aside for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) Contract Line Items (CLINS). Healthcare housekeeping services are required for five (5) distinct and cumulative performance periods not to exceed 60 months starting 1Jan 2014 through 31 Dec 2018. Individual task orders will clearly describe KACH MTF-specific healthcare housekeeping requirements and services to be performed. All elements of the RFP shall be submitted by the Offeror with a proposal no later than the date/time shown in block 8 of the Standard Form (SF) 1449, Solicitation/Contract Order for Commercial Items. Services include hospital housekeeping services; collection of regulated medical waste (RMW); and collection and transport of recyclable materials within the health service area of KACH to a MTF-specified site for recyclable material pick-up. Requirements for this effort are determined by square feet (SF) of designated spaces to be cleaned. The current estimated quantity for KACH and auxiliary facilities is 145,850 SF. A new hospital clinic addition is currently under construction. The new clinic addition has an estimated 31,543 square feet to be cleaned. The new clinic is scheduled to be completed by late 2013. Floor plans available upon request. A pre-proposal registration/sign-in will convene at 9:00 am on Wednesday, 17 July 2013 at KACH MTF, 900 Washing ton Road, Bldg 900 (specific room location TBD) with a follow-on site visit for KACH MTFs beginning after the pre-proposal conference. The pre-proposal conference duration is anticipated from 9:30 am - 12:00 pm, which will consist of briefings from the Contracting Officer and the Contracting Officer Representative. The site visit duration for 17 July 2013 is anticipated from 1:00 pm - 4:00 pm. It is recommended that prospective offerors download the solicitation prior to attending the pre-proposal conference. Please submit questions concerning the preproposal conference and site visit in writing not later than 11 July 2013. Site Visit: The Government will escort registered site visit participants from the Main Lobby through the various locations within KACH to including outlying MTFs from 1:00 pm - 4:00 pm (est.) Only registered site visit participants will be permitted to attend site visits and must have a KACH visitor's badge. Non-registered participants will be on a stand-by basis and permitted to attend at the discretion of the Government.
