Description
This is a sources sought posting for transitional housing services; any firm that believes that it can meet the requirement may give written notification to the Contracting Office. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in determining whether a socioeconomic set-aside is feasible for the scope of this contract. The Veterans Administration is required by Public Law 109-461 to give first priority to Service-Disabled Veteran Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) concerns, if there should be sufficient firms available to compete under a set-aside. If insufficient veteran-owned or small business responses are received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised for full and open competition. The VA Pittsburgh Healthcare System (VAPHS) has a requirement to contract for transitional housing services for Homeless Veterans. The Contractor shall provide beds and furnish services to beneficiaries of VAPHS for whom such care is specifically authorized by the Department of Veterans Affairs. It is understood that the type of patients to be cared for under this contract are authorized VA beneficiaries who are experiencing homelessness and serious mental illness/substance abuse issues and will normally require care and services over and above the level of room and board. The Contractor must be located within a 120 mile radius of Pittsburgh, PA to be considered a valid potential source. The Contractor shall furnish each Veteran authorized care under this contract with the following basic services: A.A supervised environment which will be staffed on a 24-hour basis; B.Room and Board; C.Laundry facilities for residents to do their own laundry; and, D.Therapeutic and Rehabilitative Services determined to be needed by individual Veteran patients, in a plan developed by the Contractor with consultation by the Veteran and the VA case manager. This request is for market research only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, or a Request for Quotes. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this Sources Sought Notice. This is a notice to obtain possible sources that have the capacity & capability of providing the services as described in this notice. Information regarding your firm's capacity, business size, and capability to provide such services are to be submitted electronically no later than 4:00PM ET on July 09, 2013 addressed to Travis Gibbons, Contract Specialist; travis.gibbons@va.gov. The North American Industry Classification System Code (NAICS) is 624221 and the small business size standard is $10.0 million. The solicitation package will be available approximately on or about July 29, 2013 and should be downloaded from this website at that time. To be considered for award, the successful offeror must be registered in the System for Award Management (SAM), the primary registrant database for the U.S. Federal Government.
